5 <br /> Traffic Study (carried over) <br /> <br />APPROPRIATION <br />f. : $300,000 - School Maintenance Funding (Transfer within <br /> Existing Accounts (carried over) <br /> <br />RESOLUTION <br />g. : Amending Fire Services Agreement <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the Mayor to sign the following document, in form <br />approved by the City Attorney: <br /> <br />Agreement between the City of Charlottesville and the County of Albemarle <br />amending the Fire Services Agreement dated May 3, 2000 (charges for dispatch <br />services during fiscal year 2003). <br /> <br />ORDINANCE <br />h. : "AN ORDINANCE AMENDING AND REORDAIN ING <br /> SECTION 15 - 151 OF ARTICLE I OF CHAPTER 15 OF THE <br /> CHARLOTTESVILL CITY CODE, 1990, AS AMENDED, RELATING TO <br /> PARKING FINES" (carried over) <br /> <br />ORDINANCE <br />: SUNDAY EXEMPTION FOR PERMIT PARKING IN ZONE 1 <br /> <br /> Mr. O'Connell cla rified that the Sunday permit parking exemption will apply to <br />the entire zone 1. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Schilling, the ordinance entitled <br />"AN ORDINANCE AMENDING AND REORDAINING CHAPTER 15, ARTICLE V, <br />DIVISION 3, SECTION 15 - 208 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED RELATING TO PARKING PERMITS" <br />was offered and carried over to the next meeting for consideration. <br /> <br /> Ms. Richards said that having permit parking only five days a week is preferred <br />by many residents in zo ne 1 and suggested that the issue be reopened. <br /> <br /> Mr. Tolbert said that a neighborhood group will be convened this spring to <br />discuss the matter. <br /> <br />RESOLUTION <br />: AUTHORIZING ACQUISITION OF PROPERTY ON ESTES <br />STREET <br /> <br /> Mr. Schilling expressed concern about paying $130,000 for land assessed at <br />$47,900. Mr. Schilling asked if the trailers on the property will be sold or if the City will <br />have to pay to have them removed. <br /> <br /> Mr. Tolbert said that when the City acquires the property the trailers will be <br />advertised for sale. He said it has not been determined what it would cost if the City has <br />to remove them. <br /> <br /> Mr. Schilling said he thinks we need to look at other alternatives and he does not <br />favor purchasing the property. <br /> <br /> Mr. Lynch said that with the land costing $13 0,000 the parking spaces will be <br />higher priced per space than structured parking. He also said that his understanding of <br />the transition zone is that it is supposed to discourage parking lots. Mr. Lynch asked if is <br />possible to look at the alley behind pro perties or other parking in the area such as the day <br />care center. <br /> <br /> Mr. Tolbert said that parking at the day care center was explored but there are <br />times of the day where their occupancy is high. Mr. Tolbert said that it would cost over <br />$200,000 to open t he alleys behind the lots because of drainage issues and spaces at the <br />day care center would be lost as a result.
