6 RESOLUTION g. : Authorizing Grant Application for Fire Department BE IT RESOLVED by the City Council of the City of Charlottesville that Aubrey V. Watts, Chief Operating Officer, is hereby authorized to execute for and in behalf of the City of Charlottesville, a public entity established under the laws of the State of Virginia, this application and to file it in the appropriate State Office for the purpose of obtaining certain Federal financial assistance under the OIP, National Domestic Preparedness Office Grant Program(s), administered by the Commonwe alth of Virginia. That the City of Charlottesville, a public entity established under the laws of the Commonwealth of Virginia, hereby authorizes its agent to provide to the Commonwealth and to the Office of Justice Programs (OJP) for all matters pertain ing to such Federal financial assistance any and all information pertaining to these Grants as may be requested. RESOLUTION h. : Authorizing VDRPT Grant Application BE IT RESOLVED by the ( C C ) that the Transit Manager is authorized, ITY OF HARLOTTESVILLE f or and on behalf of the City of Charlottesville , hereafter referred to as the, PUBLIC BODY, to execute and file an application to the Department of Rail and Public Transportation, Commonwealth of Virginia, hereafter referred to as the, DEPARTMENT, for a gr ant of financial assistance in the amount of $2,610,355.00 to defray the costs borne by the PUBLIC BODY for public transportation purposes and to accept from the DEPARTMENT grants in such amounts as may be awarded, and to authorize ( T RANSIT M ) to fu rnish to the DEPARTMENT such documents and other information as may be required for ANAGER processing the grant request. The C certifies that the funds shall be used in accordance with the HARLOTTESVILLE CITY COUNCIL requirements of Section 58.1 - 638.A.4 of the Co de of Virginia , that the PUBLIC BODY will provide funds in the amount of $1,005,368.00, which will be used to match the state funds in the ratio as required in such Act, that the records of receipts of expenditures of funds granted the PUBLIC BODY may be s ubject to audit by the DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to the PUBLIC BODY for defraying the expenses of the PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia . RESOLUTION : WAIVER OF FEES FOR DOGWOOD FESTIVAL Mr. Caravati asked that the resolution be deferred until all Councilors are present. Mr. Lynch said he is prepared to support the resolution since it has been historically done. th Ms. Richards noted that the Dogwo od Festival begins April 15 , and proposed that it be adopted with the proviso that it be considered in the context of the budget next year. On motion by Ms. Richards, seconded by Mr. Lynch, the resolution waiving fees for the Dogwood Festival was appr oved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: Mr. Schilling. th WHEREAS , the 54 annual Dogwood Festival will take place from April 15 - 27, 2003; and WHEREAS , it has been re quested that Council waive certain license tax and other requirements applicable to the Dogwood Festival, for the duration of the Festival; and WHEREAS , City Council is willing to support this request to the extent set forth below; now, therefore, BE IT RESOLVED that the following fees and requirements are waived for the Dogwood Festival: 1. The carnival business license tax imposed by City Code 14 - 23(1) ' ($550/day);
