6 <br />RESOLUTION <br />g. : Authorizing Grant Application for Fire Department <br /> <br />BE IT RESOLVED <br /> by the City Council of the City of Charlottesville that <br />Aubrey V. Watts, Chief Operating Officer, is hereby authorized to execute for and in <br />behalf of the City of Charlottesville, a public entity established under the laws of the <br />State of Virginia, this application and to file it in the appropriate State Office for the <br />purpose of obtaining certain Federal financial assistance under the OIP, National <br />Domestic Preparedness Office Grant Program(s), administered by the Commonwe alth of <br />Virginia. <br /> <br /> That the City of Charlottesville, a public entity established under the laws of the <br />Commonwealth of Virginia, hereby authorizes its agent to provide to the Commonwealth <br />and to the Office of Justice Programs (OJP) for all matters pertain ing to such Federal <br />financial assistance any and all information pertaining to these Grants as may be <br />requested. <br /> <br />RESOLUTION <br />h. : Authorizing VDRPT Grant Application <br /> <br />BE IT RESOLVED <br /> by the ( C C ) that the Transit Manager is authorized, <br />ITY OF HARLOTTESVILLE <br />f or and on behalf of the City of Charlottesville , hereafter referred to as the, PUBLIC BODY, to execute and <br />file an application to the Department of Rail and Public Transportation, Commonwealth of Virginia, <br />hereafter referred to as the, DEPARTMENT, for a gr ant of financial assistance in the amount of <br />$2,610,355.00 to defray the costs borne by the PUBLIC BODY for public transportation purposes and to <br />accept from the DEPARTMENT grants in such amounts as may be awarded, and to authorize ( T <br />RANSIT <br />M ) to fu rnish to the DEPARTMENT such documents and other information as may be required for <br />ANAGER <br />processing the grant request. <br /> <br />The C certifies that the funds shall be used in accordance with the <br />HARLOTTESVILLE CITY COUNCIL <br />requirements of Section 58.1 - 638.A.4 of the Co de of Virginia , that the PUBLIC BODY will provide funds <br />in the amount of $1,005,368.00, which will be used to match the state funds in the ratio as required in such <br />Act, that the records of receipts of expenditures of funds granted the PUBLIC BODY may be s ubject to <br />audit by the DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to the <br />PUBLIC BODY for defraying the expenses of the PUBLIC BODY shall be used only for such purposes as <br />authorized in the Code of Virginia . <br /> <br />RESOLUTION <br />: WAIVER OF FEES FOR DOGWOOD FESTIVAL <br /> <br /> Mr. Caravati asked that the resolution be deferred until all Councilors are present. <br /> <br /> Mr. Lynch said he is prepared to support the resolution since it has been <br />historically done. <br /> <br />th <br /> Ms. Richards noted that the Dogwo od Festival begins April 15 , and proposed <br />that it be adopted with the proviso that it be considered in the context of the budget next <br />year. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, the resolution waiving fees <br />for the Dogwood Festival was appr oved by the following vote. Ayes: Mr. Caravati, Mr. <br />Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: Mr. Schilling. <br /> <br /> <br />th <br />WHEREAS <br />, the 54 annual Dogwood Festival will take place from April 15 - 27, <br />2003; and <br /> <br />WHEREAS <br />, it has been re quested that Council waive certain license tax and <br />other requirements applicable to the Dogwood Festival, for the duration of the Festival; <br />and <br /> <br />WHEREAS <br />, City Council is willing to support this request to the extent set forth <br />below; now, therefore, <br /> <br />BE IT RESOLVED <br /> that the following fees and requirements are waived for the <br />Dogwood Festival: <br /> <br />1. The carnival business license tax imposed by City Code 14 - 23(1) <br />' <br />($550/day); <br />
