Fees for inspection of amusement rides associated with festival. <br /> <br />BE IT FURTHER RESOLVED <br /> by the Council that the following matters, to the <br />extent applicable, are not waived : <br /> <br />Peddler's license and fee imposed by City Code 14 - 17(d). <br />' <br />1. <br /> <br />2. Policing dep osit for carnival imposed by City Code 3 - 2 ($50/day). <br />' <br /> <br />3. Vendor regulations in accordance with City Code 28 - 111, et seq. , <br />' <br />provided, however, that vendors shall be allowed to operate until 11:00 <br />p.m. for the duration of the festival. <br /> <br />4. Liability insura nce in the amount of at least $1,000,000 with certificate of <br />insurance naming City as an additional insured. <br /> <br />5. Permit for fireworks display approved by Fire Department. <br /> <br />6. Inspection of amusement rides. <br /> <br />BE IT FURTHER RESOLVED <br />that the Dogwood Festival Board shall be <br />responsible for providing five (5) portajohns at McIntire Park during the festival, one of <br />which shall be handicapped accessible. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. O'Connell announced that the terror alert level has been increased to orange, <br />and he reviewed the efforts done to date by the City. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: Mr. <br />Schilling) to meet in closed session for discussion and consideration of (a) appointments <br />of prospective candidates to City boards and commissions, (b) the performance <br />evaluation of the City Manager, and (c) salaries of specific employees, all as authorize d <br />by Section 2.2 - 3711(A)(1) of the Virginia Code; and for consultation with counsel <br />regarding legal issues in the negotiation of a multi - jurisdictional agreement for a public <br />safety radio system, and regarding a proposed lump sum settlement of a workers <br />co mpensation claim, where such consultation in an open meeting would adversely affect <br />the negotiating posture of the City, as authorized by Section 2.2 - 3711(A)(7) of the <br />Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council certified (Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: None. Absent for the vote: <br />Mr. Schilling.) that, to the best of each Council Member's knowledge, only public <br />business matters lawfully exempted from the open meeting requirements of the Virginia <br />Freedom of Information Act and identified in the motion convening the closed session <br />were heard, discussed or considered in the closed session. <br /> <br />APPOINTMENTS <br />: HOUSING POLICY TASK FORCE <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, t he membership for the <br />Housing Policy Task Force was increased to sixteen, and the following members were <br />appointed (by the following vote.
