NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 19, 2003 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - March 19, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Absent: Mr. Caravati. <br /> <br />CAPITAL BUDGETS <br /> <br /> Mr. Schilling said he woul d like to know the origin of the 50/50 split for capital <br />costs for CATEC. <br /> <br /> Mr. O'Connell said he will provide the original agreements for City buildings. <br /> <br /> Ms. Katie Bullard, Budget Manager, said that the unfunded capital request from <br />Piedmont Virginia Co mmunity College could come from the contingency funds. <br /> <br /> Mr. Cox asked for a list of current programs the City funds at PVCC. <br /> <br /> Mr. O'Connell said that most of the funds for the Strategic Investment fund came <br />from surpluses, and will allow Council to lever age private sector funds for infrastructure <br />improvements as projects come along. <br /> <br /> Mr. Schilling said maybe some of these funds should go toward unfunded capital <br />needs. <br /> <br /> Mr. O'Connell said the question is does Council want to be in a position to be able <br />t o leverage private money when the opportunity comes up. <br /> <br /> Mr. Lynch agreed with Mr. Schilling, and said he does not agree with the <br />philosophy and feels the amount of money in the fund is out of proportion. <br /> <br /> Ms. Richards said she does not think we should b e too short - sighted, and said the <br />money will allow us to make an investment for future economic development return. <br /> <br /> Mr. Schilling said a case could be made to use the money to prevent future <br />dilapidation of the mall. Mr. Schilling asked if any studies h ave been done to see what it <br />will cost to add new residential areas. Mr. Schilling said he would also like to have this <br />information as it relates to the new zoning ordinance. <br /> <br /> Mr. Lynch said he does not think there is enough money for sidewalk repair and <br />drainage. <br /> <br /> Mr. Schilling said he thinks it would be better to prioritize neighborhood funds <br />rather than divide it evenly among neighborhoods, and feels problems should be <br />addressed that are most serious. <br /> <br /> Mr. O'Connell said a decision needs to be made a bout whether the decision is <br />made by Council or by neighborhoods. <br /> <br /> Mr. O'Connell said he will get a report for next week's work session on city - wide <br />prioritizes and how they are proposed to be addressed. <br />
