14 <br /> <br /> Ms. Jeanne Cox, Clerk of Council, said that after deferring the rezoning request <br />for a second time, the applicant was asked not to defer the matter again. <br /> <br /> Mr. Cox said that it has also been six months since the original public hearing on <br />the request. <br /> <br /> Councilors discussed, but came to no agreement about guidelines for additional <br />public hearings. <br /> <br /> Mr. Schilling asked where we are in the process for the Juvenile and Domestic <br />Relations Court design. <br /> <br /> Mr. Cox said that the consultants will be briefing Councilors later in the w eek on <br />the design. He said that after a decision is made about the design, it will go to the Board <br />of Architectural Review. He said that the Committee is undecided about the design and <br />wanted Council's input. <br /> <br /> Mr. Lynch said he thinks the design issue s hould go before the public before it <br />goes to the BAR, and he said he thinks a public hearing should be held on the matter. <br /> <br /> Mr. Cox said he will take that sentiment to the Committee. <br /> <br /> Ms. Richards said the process has been that one recommendation go to t he BAR <br />and they have a public hearing on it. <br /> <br /> Mr. Schilling expressed concern that decisions were made by Council in his <br />absence at the last budget work session with regard to use of Council's reserve funds. He <br />said he was available by phone. <br /> <br /> Council r econvened in closed session. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's know ledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br /> The m eeting was adjourned. <br /> <br />______________________________ ______________________________ <br />President Clerk <br /> <br />
