13 <br /> Mr. Schilling expressed concern that the parking amendment will be restrictive on <br />vendors. <br /> <br /> Mr. O'Connell said that all but one vendor currently bring their items to the mall <br />by hand. He said it is a safety issue. <br /> <br /> Mr. Tolbert said that a committe e worked on these recommendations, and this <br />amendment was recommended by vendors and businesses. <br /> <br />nd <br /> Mr. Caravati said that commercial vehicles frequently block the middle of the 2 <br />Street mall crossing, and Mr. Tolbert said that can be enforced by the Poli ce. <br /> <br /> Mr. Schilling pointed out a typographical error in the amendment. <br /> <br /> Mr. Schilling said he thinks the blanket prohibition on hauling tools to a work site <br />is too limiting. <br /> <br /> Mr. Tolbert said that with a permit heavy supplies and tools can be taken by <br />v ehicle to the site. <br /> <br /> Mr. Schilling said he thinks it is too broad and he would prefer to have a weight <br />requirement added. He said he does not like ambiguous statements. <br /> <br /> Mr. Lynch suggested adding light tools rather than a weight requirement for tools. <br /> <br /> Mr. Schilling made a motion to approve the ordinance, with the typographical <br />errors corrected and the addition of light tools, Mr. Lynch seconded the motion, and the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN CHAPTERS 15 <br />(MOTOR VEHICLES AND T RAFFIC) AND 28 (STREETS AND SIDEWALKS) OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE (1990), AS AMENDED, <br />PERTAINING TO VEHICLES ON THE DOWNTOWN MALL AND RESTRICTIONS <br />ON PANHANDLING" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Ms. Ric hards asked about incorporating the yield to bus requirement which the <br />City can now impose, and Mr. Brown said an ordinance will need to be drafted. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />APPROPRIATION <br />: "MANY RACES, ONE COMMUNITY" EVENT <br /> <br /> Mr. Caravati made a motion to appropriate $1,000 for the "Many Races, One <br />Community" event on Saturday, April 12, and Ms. Richards seconded the motion. <br /> <br /> Mr. Schilling said he will abstain from voting on the appropriation as he received <br />the informa tion very late and does not have complete information on the request. <br /> <br /> The appropriation was approved by the following vote. Ayes: Mr. Caravati, Mr. <br />Cox, Mr. Lynch, Ms. Richards. Noes: None. Abstaining: Mr. Schilling. <br /> <br />BE IT RESOLVED <br /> by the Council for the City of Charlottesville, Virginia, that <br /> <br />this Council hereby appropriates $1,000 from account code 05 - 010 - 031020 (Council <br />Reserve Fund) to be used to support an event (“Many Races – One Community”) to <br />foster better racial and ethnic relations in the community. <br /> <br /> Mr. Schilling said he found it troubling at the last Council meeting that a decision <br />was made to have another public hearing on the Burgess Lane rezoning and asked for <br />clarification about the deferral of the rezoning. <br />
