(carried over) <br /> <br />ORDINANCE <br />n. : "AN ORDINANCE AMENDING AND REORDAINING <br /> SECTIONS 2 - 146, 19 - 91, 19 - 95, 19 - 95.2 AND 19 - 96 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, TO DESIGNATE THE <br /> CITY MANAGER AS THE CITY'S DIRECTOR OF PUBLIC SAFETY AND TO <br /> INCLUDE THAT POSITION IN THE RETIREMENT PROVISIONS FOR PUBLIC <br /> SAFETY PERSONNEL" (carried ove r) <br /> <br />ORDINANCE <br />o. : "AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 2 - 37 OF ARTICLE II OF CHAPTER 2 (CITY COUNCIL) OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br /> COMPOSITION OF THE BOARD OF THE CHARLOTTESVILLE <br />nd <br /> RE DEVELOPMENT AND HOUSING AUTHORITY" (2 reading) <br /> <br />ORDINANCE <br />: CODE REVISIONS: PARKING IN CEMETERIES AND PARKS; <br />nd <br />ON - STREET PARKING (2 reading) <br /> <br /> Mr. Schilling said he thinks it would be a little more reasonable, based on his own <br />observations, to require c ars to be parked within 15 inches of the curb rather than 12 <br />inches, due to the difficulty of parking in Charlottesville, especially on hills. <br /> <br /> Ms. Richards said that short driver have trouble seeing the curbs, and suggested <br />that warnings be given prior t o ticketing people for parking too far from the curb. <br /> <br /> Mr. O'Connell explained that the Police Department requested the ordinance <br />change because they felt there needed to be a standard. <br /> <br /> Mr. Schilling said it may be reasonable to give warnings for three months before <br />enforcing the ordinance. He made a motion to amend the ordinance to change the <br />distance to 15 inches and to give a three month warning period. <br /> <br /> Mr. Lynch seconded the amendment. <br /> <br /> Ms. Richard said the problem with a three month warning peri od is that new <br />people are always coming into town, and suggested that a warning be given for the first <br />infraction. <br /> <br /> Mr. Schilling asked if there is a way to give a warning for the first violation. <br /> <br /> Mr. Brown said he does not know what the impact of givin g warnings would be <br />on the Police Department. <br /> <br /> Mr. O'Connell suggested that this portion of the ordinance be deferred so that <br />more information can be gotten about the warning period. <br /> <br /> Mr. Schilling withdrew his motion to amend, and moved to amend the ord inance <br />by deferring the portion dealing with on - street parking. <br /> <br /> Mr. Lynch seconded the motion to amend, and the on - street parking section was <br />deferred by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, <br />Mr. Schilling.
