Noes: None. <br /> <br />ORDINANCE <br />: CODE REVISIONS: PANHANDLING; PARKING ON <br />nd <br />DOWNTOWN MALL (2 reading) <br /> <br />Ms. Richards said she is concerned about the panhandling portion of the <br />ordinance and said she has heard from a number of businesses on the downtown mall <br />who say they do not support it and do not feel aggressive panhandling is such a problem <br />to warrant the ordinance. <br /> <br />Mr. Jim Tolbert, Director of Neighborhood D evelopment Services, said that the <br />issues of vehicles on the mall and panhandling came from a committee made up of <br />vendors and merchants on the downtown mall. Mr. Tolbert said that the problem is <br />getting worse, and noted that it only targets aggressive pa nhandling. <br /> <br />Mr. Cox said that Burlington, Vermont has a social worker that works with people <br />such as this. <br /> <br />Mr. O'Connell said that the City is exploring a foundation grant to deal with this <br />issue. <br /> <br />The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAI N <br />CHAPTERS 15 (MOTOR VEHICLES AND TRAFFIC) AND 28 (STREETS AND <br />SIDEWALKS) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, PERTAINIGN TO VEHICLES ON THE DOWNTOWN MALL AND <br />th <br />RESTRICTIONS ON PANHANDLING," which was offered at the April 7 meetin g, <br />was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Schilling. Noes: None. <br /> <br />PUBLIC <br /> <br /> Ms. Kimberly, Fontaine Avenue, invited Councilors individually or as a group to <br />meeting with Fontaine Avenue residents to discuss the proposal for Fontaine Avenue. <br /> <br /> Mr. Schilling noted that the President of the Fry's Spring Neighborhood <br />Association had indicated to Council that there was neighborhood support for the project. <br /> <br /> Mr. Kevin Kotlarski, 2316 Fontaine Avenue, said that residents of Fontaine <br />Avenue do not feel that their concerns are represented by the Jefferson Park Avenue <br />Neighborhood Association. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell reminded Councilors that he needs his Work Plan priorities. <br /> <br /> Council reconvened in clo sed session. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public b usiness <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the following were <br />appointed to five - year terms on the Building Code Board of Appeals by the following <br />vote (Ayes; Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling.
