2 <br /> Mr. Lon Carruth, General Manager of Adelphia, said Adelphia is committed to <br />resolving the issue on the agenda claiming that Adelphia is in default of its franchise. <br />Mr. Carruth said that Adelphia has provided all information to the City's auditor though <br />the auditor claims the information is unreliabl e because of Adelphia's bankruptcy. He <br />said it has nothing to do with that. He said the auditor has chosen instead to accept <br />information from national averages. <br /> <br /> Ms. Jennifer Isbister, 10 Jennings Drive, Palmyra, said that she feels there is <br />institution al discrimination on the part of the City toward the poor, African Americans <br />and mentally ill. She said that as a social worker she sees the effect the lack of affordable <br />housing has on her clients, and asked Council to pay attention to the outcome of the <br />Housing Policy Task Force. <br /> <br /> Ms. Richards said she would like to get feedback on VDOT's right of way <br />acquisition on Fontaine Avenue. <br /> <br /> Mr. Caravati said he would also like information on whether the design is <br />different than what was approved. <br /> <br />REPORT <br />: HOUSING STRATEGY ANNUAL REPORT <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, reviewed the goals of the <br />Housing Strategy which was adopted in 1999: balance of housing types, provision of <br />adequate quality and affordability of housing, encourage home ownership opportunities, <br />encourage regional approach to provision of low - income housing, preserve <br />neighborhoods, and expand housing opportunities for middle - income homeownership <br />and rental. Mr. Huja reviewed funds leveraged by the City's investment, the number of <br />types of new and proposed housing developments, housing assistance programs offered <br />by the City, and future initiatives. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Huja said that 1,700 residential <br />units were built in Albemarle County in 2002 , but very few are considered affordable <br />housing. <br /> <br /> Ms. Richards asked that information be provided on the comparable figures for <br />people paying less and more than 30% of their incomes for housing. <br /> <br /> Mr. Schilling said he finds it surprising that 67 units h ave been or are being built <br />below $90,000, and asked where they are located. <br /> <br /> Mr. Huja said that the price is based on the City's assessment figures in 2002. <br /> <br /> Mr. Schilling said he thinks we should look at market price, not City assessments. <br /> <br /> Mr. Cox sa id the key to affordability is not in the small numbers being produced <br />in the City, but he thinks the leveraging of funds is impressive and hopes Council will <br />continue to support these efforts. <br /> <br /> Mr. Huja agreed that it will take some time to provide adequ ate affordable <br />housing. <br /> <br /> Mr. Lynch said the expectation has always been that the City provides most of the <br />low income housing in the region. He said that the objective in getting projects started <br />was to have them be affordable. <br /> <br /> Ms. Richards noted that the issue of fair share of affordable housing in the region <br />has been discussed by the Planning District Commission for years. <br /> <br /> Mr. Cox said he thinks the answer is in different housing models as single family <br />detached housing is too expensive to build. <br /> <br />
