He said he thinks the specificity on the City Manager's designee is too open <br />ended. He also said he feels the amount for construction contracts, over $100,000, should <br />be brought down a little. <br /> <br /> Mr. O'Connell said there is a formal chain of command for the designee. <br /> <br /> Mr. Schilling said he would like to see some specific reference where it is listed in <br />the ordinance. <br /> <br /> Mr. O'Connell said he does not want to be real specific as it changes over time. <br /> <br /> Mr. Schilling said he considers this to be very important. <br /> <br /> Mr. Brown noted that contracts to which the City is a party require three <br />signatures: Director of Finance, City Attorney, and City Manager or his designee. He <br />said checks and balances are in place. <br /> <br /> Mr. Schilling said that satisfie s his concern. <br /> <br /> Mr. O'Connell said that a procurement process must be followed and the value <br />over time of small contract has changed and this change reflects that. <br /> <br /> Mr. Schilling said he is fine with that. <br /> <br />
