He said he thinks the specificity on the City Manager's designee is too open
ended. He also said he feels the amount for construction contracts, over $100,000, should
be brought down a little.

Mr. O'Connell said there is a formal chain of command for the designee.

Mr. Schilling said he would like to see some specific reference where it is listed in
the ordinance.

Mr. O'Connell said he does not want to be real specific as it changes over time.

Mr. Schilling said he considers this to be very important.

Mr. Brown noted that contracts to which the City is a party require three
signatures: Director of Finance, City Attorney, and City Manager or his designee. He
said checks and balances are in place.

Mr. Schilling said that satisfie s his concern.

Mr. O'Connell said that a procurement process must be followed and the value
over time of small contract has changed and this change reflects that.

Mr. Schilling said he is fine with that.
