18 <br /> On motion by Mr. Lynch, seconded by Mr. Schill ing, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING CHAPTER TWO <br />(ADMINISTRATION) AND TWENTY - TWO (PUBLIC PROCUREMENT) OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING <br />TO THE EXECUTION OF CONTRACTS AND PROCUREMENT OF <br />PROF ESSIONAL SERVICES" was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Joy Johnson, 823 - D Hardy Drive, supported her colleagues on Prospect <br />Avenue. Ms. Johnson said the perception is that Council does not listen to residents. She <br />th <br />said gentrification is on the rise. She said she is not convinced the new houses on 10 <br />and Page have been good for the neighborhood. She said low income people are not <br />qualifying for loans. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, expressed concer n about time being <br />subtracted from the public comment period, and suggested that 30 minutes be allowed. <br /> <br /> Mr. Eddie Howard, 769 Prospect Avenue, said that the project proposed may not <br />work for his neighborhood. He said renters are not a problem. He sugge sted allocating <br />money for training for renters. He expressed concern about generalities being made <br />about his neighborhood, and said that other things need to be done internally rather than <br />just fix up houses. <br /> <br /> Ms. Tobin Scopione, 656 Woodburn Court, repr esenting the Alliance for <br />Community Choice in Transportation (ACCT), thanked Council for proclaiming Bike <br />Month. Ms. Scopione asked that Council revive the process for the Bike and Pedestrian <br />Plan. <br /> <br /> Mr. John Keese, 805 Prospect Avenue, of Abundant Life M inistries, said he sees <br />the proposal for Prospect Avenue as an opportunity to work together. He said the fear is <br />that homeownership is only available to those making $40,000 a year. <br /> <br /> Mr. Rydell Payne, 755 King Street, of Abundant Life Ministries, express ed <br />concern about gentrification in the City as a whole. He expressed concern that the <br />proposal has had no neighborhood input. He said he understands that the City wants the <br />neighborhood to look better to help with development of the land nearby. He aske d who <br />is advocating for low income residents. <br /> <br /> Mr. Cox agreed that the City could do better by offering people a wider range of <br />options. <br /> <br /> Mr. Lynch said one of the keys is to make sure people get trained to help raise <br />their income levels. <br /> <br /> Mr. John Cole man, Central Battery, said he was struck that residents of Fontaine <br />Avenue and Prospect Avenue have the same feelings as he did about the proposal on <br />Preston Avenue. He said communication is a major issue. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Richards suggested that Co uncil periodically hold a dialogue session as it is <br />hard to do the business of a Council meeting and have adequate public input. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ _____________________________ <br />President Clerk <br />
