COUNCIL CHAMBER - June 2, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: Avalon String Quartet <br /> <br /> Mr. Cox recognized the Avon Str ing Quartet of the Charlottesville High School <br />Orchestra which performed prior to the meeting. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Derek Vanderlinde, 713 Palatine Avenue, said he attended the Transit Center <br />presentation on May 21 and continues to be concerned about the project, about where the <br />money is coming from for the amphitheater, and that it will take money away from <br />needed City services. <br /> <br /> Mr. John Holsack, 607 Davis Avenue, said that the proposed development at <br />Melbourne and Park should be connected to public transportat ion. Speaking on behalf of <br />the Locust Grove Neighborhood Association, he requested that the light at Park and <br />North be permanent. He said Council needs to consider bicycle safety throughout the <br />City. He expressed concern that the Locust Meadows developm ent will mean the loss of <br />the Meadowcreek Trail. <br /> <br />st <br /> Mr. Waldo Jacquith, 511 North 1 Street, presented ideas regarding technology. <br />He suggested that the City explore the use of free software wherever appropriate, for a <br />cost of less than $5,000 in employee time, and install wireless network on the downtown <br />mall for less than $3,000. <br /> <br /> Mr. Ritchie Eppink, 2601 Jefferson Park Circle, expressed concern about <br />widening of Fontaine Avenue. He asked that the public be informed about the plans for <br />McIntire Park. <br /> <br /> Mr. Kevin Cox, Fairway Avenue, said that the playground equipment that has <br />been replaced at Meade Park is spectacular, but the job is not finished, especially at the <br />tot lot. He said other neighborhood representatives favored using neighborhood funds f or <br />trees, but he said that his daughter has collected signatures from neighborhood residents <br />who favor using the funds for the playground equipment. Mr. Cox thanked Joshua <br />Gardner and his family for cleaning up Agnes Street. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. Schillin g removed the appropriation for the Greyhound Bus Operations from <br />the consent agenda. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Caravati, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, M s. Richards, Mr. Schilling. Noes: None. <br /> <br />APPROPRIATION <br />a. : $57,304 - Summer Playground Lunch Program Grant <br />nd <br /> (2 reading) <br /> <br />WHEREAS <br /> , the U.S. Department of Agriculture (USDA) has established the <br />Summer Food Service Program to bring about an increased awareness of the critical <br />importance of proper nutrition for children and a belief that school vacation should not <br />end the availability of nutritious meals for many children; and <br /> <br />WHEREAS <br /> , the City of Charlottesville shares the same concerns as the USDA; <br />now, therefore; <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that a <br />Summer Food Service Program be established as part of the City of Charlottesville’s <br />
