2 <br />Summer Playground Program and $57,304.00 is hereby appropriated from the <br />u nappropriated balance of the General Fund to account code 11 - 042 - 062028 - 52125 in the <br />Grants Fund for the purpose of carrying out this program. Such appropriation shall be <br />conditioned upon reimbursement to the General Fund by the USDA. <br /> <br />APPROPRIATION <br />b. : $86,321 - Bureau of Justice Grant for Law Enforcement <br />nd <br /> (2 reading) <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the sum of $77,689.00, received as a grant from the Bureau of Justice, is hereby <br />appropriated to account 11 - 270 - 041179 in the Grants Fund. The required local match of <br />$8,632 is hereby transferred from account 05 - 301 - 131030 in the Police Department <br />budget to the Grants Fund into account 11 - 270 - 041179. <br /> <br />APPROPRIATION <br />c. : $60,375.68 - Fire Programs Grant (carrie d over) <br /> <br />REPORT <br />: ZONING ORDINANCE <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />intent of the report is to bring Council up to date on where we are with the zoning <br />ordinance and where we are going. <br /> <br /> Mr. Kevin O'Halloran, Chairman of the Planning Commission, said that the draft <br />zoning ordinance is close to being forwarded to Council. He said there has been a lot of <br />public input on the draft, but the Planning Commission does not want to rush it at the last <br />minute. He said that the Planning Commission made amendments to the ordinance <br />following the recent public hearing. <br /> <br /> Mr. Tolbert said that the Planning Commission continues to work on issues in the <br />ordinance, primarily reduced parking requirements in University districts ; steep slope <br />development; protection in overlay zones; best practice language; and buffer <br />requirements in high density districts. He said staff is in the process of going through e - <br />mails received from the public on the draft ordinance, and the Planning C ommission will <br />discuss the ordinance at another work session. He said the goal is for the ordinance to be <br />sent to Council in July. Mr. Tolbert asked that Council provide their comments on the <br />latest draft in the next week. <br /> <br /> Mr. Cox said that the goal is to put the ordinance on Council's agenda without <br />Council having to rework it. <br /> <br /> Mr. Tolbert said that the public has been told that Council will hold one more <br />public hearing on the draft ordinance. <br /> <br /> Ms. Richards said she was impressed by the attendance a t the public hearing on <br />the zoning ordinance and with the Planning Commission's efforts to respond to concerns <br />expressed. <br /> <br /> Mr. Lynch commented on the following issues: how much control of <br />development do we want to give up; buffer zones between neighborho ods and <br />development; application of special uses at edges of zones; and how to protect <br />neighborhoods from big box development in neighborhoods of Fontaine Avenue, <br />Belmont Avenue and High Street. <br /> <br /> Mr. Tolbert said the intent is not to change the characte r in those areas. He said <br />we need to make sure the matrix is right. <br /> <br /> Mr. Lynch said he would like to look at protection of structures that may not be <br />historic. <br /> <br /> Mr. Tolbert said we need to make sure we have the legal authority to do that. <br /> <br />
