6 <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Craig Brown, City Attorney, presented Council a revised version of the <br />rezoning ordinance and said the only difference is that the original version mentioned that <br />a joint public hearing had been previously held which was incorrect. <br /> <br /> Mr. Caravati thanked Mr. Bobby Banks for bringing this project to fruition and to <br />Giovanna Galfione, architect, for putting it together. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the ordi nance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34 - 15 OF THE ZONING ORDINANCE OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE <br />REZONING OF PROPERTY AT 106 HARTMAN'S MILL ROAD FROM R - 1A TO <br />R - 1A PUD" was offered and carried over to the next meeting for consideration. <br /> <br /> Ms. Richards congratulated the developers on the design and said she supports the <br />rezoning. <br /> <br />PUBLIC HEARING <br />: ZONING ORDINANCE <br /> <br /> Mr. O'Connell explained that the zoning ordinanc e has been forwarded to Council <br />after having been unanimously approved by the Planning Commission. Mr. O'Connell <br />said that the Planning Commission made every effort possible to make information about <br />the new ordinance available to the public. <br /> <br /> Mr. Jim To lbert, Director of Neighborhood Development Services, said that work <br />was begun on the zoning ordinance 25 months ago and it was based on guiding principles <br />in the Comprehensive Plan. Mr. Tolbert reviewed major changes made by the Planning <br />Commission. <br /> <br /> Th e public hearing was opened. <br /> <br /> Mr. Arthur Lichtenberger, 2024 Minor Road, commended the City for the process <br />used in developing the zoning ordinance, and asked that Council not lightly make <br />changes to the document, particularly regarding high density areas , parking and set back <br />requirements. <br /> <br /> Mr. Jim Paradis, of Naples, Florida, owner of property on 1730 Jefferson Park <br />Avenue, showed a map of property in the Jefferson Park Avenue sector, noting that only <br />5% are owner occupied. Mr. Paradis asked Council t o change the area back to high <br />density. <br /> <br /> Mr. Barry Van Roden, 269 Valley Road, said he is moving to 2306 Fontaine <br />Avenue, and supported R - 3 zoning for the southern 2300 block of Fontaine Avenue. Mr. <br />Van Roden said the City needs to be proactive in accomm odating student housing. <br /> <br /> Mr. Ellen Contini - Morara, 225 Montebello Circle, spoke against high density in <br />the University district, and said she is glad the Planning Commission made changes. She <br />said she feels the neighborhood is a good mix now of owner ve rsus non - owner occupied. <br />She said a higher concentration of students will make the area worse. She said parking is <br />still a problem and needs further study. <br /> <br /> Ms. Nina Barnes, 12 Gildersleeve Wood, agreed with statements made by Ms. <br />Contini - Morara. She s aid she is pleased with the changes the Planning Commission <br />made to Jefferson Park Avenue, but is distressed by the proposed zoning for Brandon <br />Avenue. She asked that zoning there be kept at R - 3, and noted that it is a very narrow <br />street. <br /> <br />
