7 <br /> Mr. Eugene Fos ter, 6 Gildersleeve Wood, said he thinks the idea of high density <br />districts is harmful and will cause neighborhoods to deteriorate. He said he thinks <br />density should be decreased close to the University. <br /> <br /> M. Bruce Wetterau, 129 Observatory Avenue, said he feels the emphasis should <br />be on increasing density around the University, but does not think buildings should be as <br />high as seven stories. <br /> <br /> M. Bob Cross, 610 Radford Lane, owner of a duplex at 101 Bollingwood Avenue, <br />said he purchased and improved the pr operty in good faith of the existing ordinance. He <br />said reducing the number of unrelated people from four to three would negatively impact <br />him, and would require him to continually occupy the duplexes with four people in order <br />to avoid losing that right. He said market value hinges on his being able to rent to four. <br />He asked Council to reject this proposal and protect his property rights. He said he is <br />willing to work with Neighborhood Development Services and the neighborhood. <br /> <br />st <br /> Ms. Genevieve Keller, 5 04 North 1 Street, said she was a member of the study <br />committee that was formed to better understand the ordinance. She said she thinks the <br />ordinance is very developer friendly, perhaps at the cost of neighborhoods. She said she <br />still has some concerns about the ordinance. She said the citizen committees never <br />reconvened to study the final draft of the ordinance. She expressed concern about the <br />substantial by - right and provisional development and administrative approvals. She <br />asked Council to conside r appointing a committee to work with the BAR on new design <br />districts. She said design guidelines should apply to any buildings over 60 years old. She <br />asked about how proffers will be used and what is their benefit. <br /> <br /> Ms. Jean Hiatt, 1534 Rugby Avenue, p raised moving forward on historic surveys. <br />She asked how conflicting goals of historic versus high density will be accommodated, <br />especially before the surveys are completed. She said pre - 1960 structures should be <br />treated as historic. She said important structures need to be protected on entrance <br />corridors. She said entrances to accessory apartments should not be visible, and signs for <br />home businesses should be on small plaques or nameplates. <br /> <br /> Mr. Rick Jones, a Fluvanna County resident, said he has bee n an apartment <br />builder and developer for 30 years. He asked about the definition of conservation <br />districts. He urged Council to have a standing committee to look at what got overlooked <br />in the ordinance. He said he would hate to see the high density bound ary diminished <br />further. He said he is uncertain about the impact of certain requirements in the ordinance <br />on individual properties. <br /> <br /> Mr. David Brown, 1534 Rugby Avenue, said he thinks the zoning ordinance is a <br />stronger document because of the process. M r. Brown expressed concern about the <br />administrative review for certain things in design control districts which provide only ten <br />days for appeal and no notice to adjacent properties. <br /> <br /> Mr. Kevin Kotlarski, 231 Fontaine Avenue, said he is pleased that th e southside <br />of Fontaine has been changed to R - 2U. He expressed concern with by - right development <br />without input of neighbors. He asked that Council delay the first reading of the <br />ordinance, noting differences between the errata sheet and the ordinance bef ore Council. <br /> <br />Mr. Mike Farruggio, 316 Monte Vista Avenue, representing the Fry's Spring <br />Neighborhood Association, thanked Council for providing the opportunity for more input <br />on the ordinance. He said the goal should be to keep the neighborhoods stable an d in <br />character. He suggested that Council look at a comprehensive downzoning in areas not <br />otherwise addressed in the ordinance. <br /> <br /> Ms. Monica Vieira, 2316 Fontaine Avenue, said she does not want to see R - 3 <br />zoning in the neighborhood. <br /> <br />Mr. Bill Massie, Br ooklyn, New York, owner of apartments at 2305 Clermont <br />Avenue, asked Council to consider making Fontaine Avenue high density, noting that the <br />Comprehensive Plan calls for high density there, or at least the southside of the 2300 <br />
