He said an apartmen t complex could be set back from the street and existing <br />homes, which are all rental, could remain. <br /> <br /> Ms. Sally Brown, 110 Shamrock Road, said she hopes Council will accept the <br />Planning Commission's recommendation not to include Jefferson Park Avenue in the <br />high density area. She said the neighborhood is already fragile. She supported keeping <br />the neighborhood R - 3, and invited Council to come and look closely at the neighborhood. <br /> <br />th <br /> Ms. Nancy O'Brien, 501 9 Street, S.W., said the new zoning ordinance is one of <br />the most significant things to happen in years. She said merely wanting more density is <br />not in and of itself a good thing without other benefits. She urged Council to have that <br />conversation, and to explore the implications of the number of people and ask if that fits <br />with our concept of neighborhoods. She expressed concern about parking. She also <br />expressed concern about the number of items delegated to administrative review. She <br />said sustainability issues are not apparent in the ordinance. <br /> <br /> As t here were no further speakers, the public hearing was closed. <br /> <br /> Mr. Cox recommended that Council hold a work session on the zoning ordinance <br />and not have a first reading at this time. <br /> <br /> Mr. Lynch said he thinks there is still a lot of work to do. He said Charlottesville <br />is already a high density community. <br /> <br /> Mr. Caravati said there are only three or four major issues remaining, including <br />density, parking and corridors. <br /> <br /> Ms. Richards expressed concern about the prevalence with administrative review <br />without sufficient notice and public input. She said she would like to know more about <br />conservation districts. She said density remains an important issue. <br /> <br /> Mr. Schilling said comments made tonight deserve further thought and <br />consideration. He noted that Coun cil has been warned by the City Attorney's office about <br />taking certain action, and he asked that Council look closely at the ordinance. <br /> <br /> Mr. Cox said he feels the process has played out extremely well. He expressed <br />concern about the student housing issue . He said he thinks the corridors can be made <br />more attractive for residential development. He said we need to change rules for <br />development. He said he does not understand what we are trying to protect on portions <br />of Jefferson Park Avenue, and said he is willing to walk the area with neighbors. <br /> <br /> Responding to a question from Mr. Cox, Mr. Tolbert said all new development in <br />corridors is to be reviewed by the Planning Commission. He said more special uses were <br />added in corridors rather than by - right devel opment. <br /> <br /> It was agreed that Councilors would provide any issues to staff in the next few <br />days in preparation for a work session. <br /> <br /> Referring to the idea of a standing committee, Mr. Cox asked how staff see the <br />document changing over time. <br /> <br /> Mr. Tolbert sa id the Planning Commission has anticipated a process to review the <br />ordinance, and will accumulate issues over a period of a year unless major issues arise <br />which can be brought forward immediately. <br /> <br />REPORT <br />: VISION STATEMENT FOR CITY <br /> <br /> Mr. O'Connell reviewe d aspects of the Council's Vision Statement, which was <br />developed in 2001 and revised in 2002.
