18 <br /> <br /> Ms. Richards said there is no federal or state official house for a legislative body <br />in the area. She said City Hall is the only such venue. She said there is symbolism in <br />being in visual p roximity to a legislative body. She said she was not comfortable with <br />the original location which was directly in front of City Hall, and is more comfortable <br />with the proposal to have it off to one side. She said Charlottesville will be the only <br />place in the world to speak to free speech in this way. <br /> <br /> Mr. Cox agreed with Ms. Richards and said he feels this is a far more appropriate <br />site. He said renovations of the mall need to move to the next phase and the location <br />needs to be acted on. Mr. Cox said t he monument will act as public art. <br /> <br /> Mr. Tolbert said the assumption is that the rest of the site plan for the mall <br />renovations has been addressed. He said the next phase is to develop working drawings. <br />He said a decision has to be made about who does w hat to finish the project, and <br />direction is needed from Council to get to that point. <br /> <br /> Mr. Caravati made a motion to approve the proposed location for the First <br />Amendment Monument, Ms. Richards seconded the motion, and it was approved by the <br />following vot e. Ayes: Mr. Caravati, Mr. Cox, Ms. Richards. Noes: Mr. Lynch. <br />Abstaining: Mr. Schilling. <br /> <br /> Ms. Richards said she likes the idea of including the element of water in the <br />Monument which would naturally wipe the slate clean, and said she hopes this is <br />c onsidered. <br /> <br />DISCUSSION <br />: ZONING ORDINANCE <br /> <br /> Mr. Cox said this is an opportunity for Councilors to provide additional comments <br />on the zoning ordinance before it is considered for first reading. <br /> <br /> Mr. Tolbert said the ordinance is proposed to be considered f or first reading on <br />nd th <br />September 2 . He said he is glad to meet with Councilors before August 4 . Mr. <br />Tolbert said other issues, including expansion of historic districts, is expected to go to <br />Council in October and November. Mr. Tolbert said Council sti ll needs to talk about <br />matrix items. <br /> <br /> Mr. Cox said he thinks there needs to be regular presentations of the zoning <br />ordinance to the public once it is adopted. He asked for staff's perspective of the best <br />way to do this, and asked that a schedule be put i n writing. <br /> <br /> Mr. Lynch said he thinks it is just as valuable for property owners to have a <br />schedule of what is going to be added to the zoning ordinance, including transit and <br />housing. <br /> <br />
