19 <br /> Responding to a question from Mr. Cox, Mr. Tolbert said that when the south side <br />of Jefferson Park Avenue was put back as high density, the north side remained R - 3. He <br />said the entire corridor is in an overlay zone. <br /> <br />PUBLIC <br /> <br /> Mr. Kevin Kotlarksi, 2316 Fontaine Avenue, asked if there will be another <br />opportunity for public c omment on the zoning ordinance. <br /> <br /> Mr. Lynch said he is open to having another public hearing and to giving the <br />public more time to digest the ordinance. <br /> <br /> Mr. Caravati said he does not see any harm in having another public hearing. <br /> <br /> Ms. Richards noted tha t there is no legal requirement for another public hearing, <br />and feels it is more important to take the ordinance to neighborhoods. She said that if <br />another public hearing is held Council is likely to hear from the same people who have <br />spoken repeatedly. <br /> <br /> Mr. Schilling said Ms. Richards makes a good point, but erring on the side of <br />prudence, he would support having another public hearing. <br /> <br /> Mr. Cox said he would personally prefer to go out and promote the ordinance <br />once it is adopted. <br /> <br /> Mr. Schilling said he does not think one action precludes another. <br /> <br /> It was agreed that a public hearing and the first reading of the zoning ordinance <br />nd <br />would be held on September 2 . <br /> <br />OTHER BUSINESS <br /> <br />REPORT <br />: JUVENILE AND DOMESTIC RELATIONS COURT DESIGN <br /> <br />Mr. O'Connell explai ned that a community meeting on the design of the Juvenile <br />th <br />and Domestic Relations Court was held on June 19 and the Board of Architectural <br />th <br />Review discussed it on July 15 . He said there are traditional and contextual (modern) <br />design alternative. <br /> <br />Mr. C ox said Councilors need to clearly state some direction so the project can <br />move forward. <br /> <br />Mr. Schilling said his preference is for the traditional design because he feels it <br />fits better in the context of Court Square. He said we also have to consider the <br />ramifications of disagreeing with the Board of Supervisors about the design. <br /> <br />
