7 <br /> On motion by Mr. Caravati, seconded by Ms. Richards, Council designated the <br />Lewis and Clark Explo ratory Center Committee as the recipient of the lease by the <br />following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: LEASE FOR LEWIS AND CLARK CENTER <br />AT TOWE PARK <br /> <br /> Ms. Kay Slaughter, member of the Board of Directors of the Lewis and Clark <br />Committee, said that the Center will tell the story of the Lewis and Clark expedition in an <br />experiential manner. She said that the Committee began work in 1996 and the City <br />funded a feasibility stud y for the Center which concluded that such a Center would have <br />a positive impact on the City. She said the Center will be located in the northern, unused <br />part of Towe Park and will include trails, a building, several outdoor sites and parking. <br />She said n o improvements will be made without the approval of the City and County and <br />a new access point from Route 20 will be provided. A pedestrian bridge over the river is <br />also being planned. <br /> <br /> Mr. Fran Lawrence, 1729 Chesapeake Street, Secretary of the Lewis an d Clark <br />Committee, discussed hands - on opportunities provided to children in the building of <br />historic boats. <br /> <br /> The public hearing was opened but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Craig Brown, City Attorney, filled in blanks in the ordinance, including the <br />name of the Lewis and Clark Exploratory Center Committee as leasee, effective dates, <br />and rent. <br /> <br />On motion by Ms. Richards, seconded by Mr. Schilling, the ordinance entitled <br />"AN ORDINANCE TO AUTHORIZE LEASING OF PROPERTY AT DA RDEN <br />TOWE PARK (LEWIS AND CLARK EXPLORATORY CENTER)," as amended by <br />Mr. Brown, was offered and carried over to the next meeting for consideration. <br /> <br />Mr. Caravati thanked the Committee for its hard work. He said he believes the <br />Center will be very successfu l and nationally recognized. <br /> <br />Mr. Cox agreed with Mr. Caravati and said the effort has been heroic. <br /> <br />Ms. Richards said she has been in contact with members of the Lewis and Clark <br />Board about an amiable agreement with the Board of sharing of any public reve nues <br />coming from the Center, such as meals or sales tax, due to its location in the County. She <br />said she would like to go on record as supporting such a revenue sharing agreement. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: OPPOSING USA PATRIOT ACT <br /> <br />
