NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, August 4, 2003 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 o f the Virginia Code <br /> <br />BY ORDER OF THE MA0YOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - August 4, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to go into a <br />closed session for discussion and consideration of appointments of prospective candidates <br />to City Boards and Commissions, as authorized by Section 2.2 - 3711(A)(1) of the <br />Virginia Code. <br /> <br />COUNCIL CHAMBER - August 4, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />: WOMEN'S EQUALITY DAY PROCLAMATION <br /> <br />th <br /> Mr. Cox presented the proclamation proclaiming August 26 as Women's <br />Equality Day. <br /> <br />PUBLIC <br /> <br /> <br />Mr. Ken Vanderford, 2210 North Berkshire Road, said he purchased his property <br />on Decembe r 13, 2002 and since he bought it a hole has appeared in the front yard due to <br />the collapse of a storm drain pipe. He said his tenants are blind and he is unable to <br />provide them with a safe home. He said the City contends the pipe is not their <br />responsibi lity. He said the City acknowledges that it is a problem but does not have the <br />funds to correct the problem. He said the City has said that homeowners have to match <br />any funds with 25% of the total cost, but said he does not have that amount of money and <br />feels it is the City's responsibility. <br /> <br /> Ms. Kendra Hamilton, 620 Booker Street, President of the Rose Hill <br />Neighborhood Association, said she understands that the special use process is underway <br />for All Things Pawsible. She thanked staff and Councilors fo r working on this issue. She <br />said neighbors will be meeting with other property owners in the area. <br /> <br /> Mr. Fran Lawrence, 1729 Chesapeake Street, invited Council to join the Lewis <br />and Clark Exploratory Center in their boat building project at Carver Recrea tion Center <br />on Thursday. <br /> <br /> Ms. Felice Bolling - Key, parent of two children, spoke in support of the Boys and <br />Girls Club and said it provides a wonderful program. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Lynch removed approval of the minutes from the consent agenda. <br /> <br />
