4 <br /> <br /> Mr. Lynch said he thinks the priorities from last year are still applicable, and he <br />would support them again, with the addition of focusing a little more on outreach, <br />education, and publicity about existing programs, including homeownership. <br /> <br /> Mr. Schilling said Mr. Lynch makes a good point, and said he would like to see <br />resources put into increasing awareness. He said workforce development is key to people <br />moving upward. He said he agrees with the current goals and order. <br /> <br /> Ms. Richards said she was surprised at the breadth of CDBG eligible activities. <br />She said the Social Services Advisory Board has discussed the One Stop Employment <br />Center that is under consideration which might include some Social Services staff. She <br />said it appears that a Center such as that would be eligible for CDBG funds. She said she <br />would like to add Jeffers on School as a potential recipient of CDBG funds since historic <br />preservation and improvements to public buildings are eligible activities. <br /> <br /> Mr. Cox said Ms. Richard's proposal regarding Jefferson School is interesting, but <br />his only concern is what might n ot get done if significant funds are directed to Jefferson <br />School. <br /> <br /> Mr. Lynch said an education priority could be added. <br /> <br /> Ms. Richards said her only concern with that is it leaves out the historic <br />preservation component. <br /> <br /> Mr. Lynch said we might also w ant to add neighborhood preservation. <br /> <br /> Mr. Caravati said he would like to add "rental rehabilitation" to the goals. He said <br />he has fought against spending CDBG funds on infrastructure and public buildings. He <br />said it is the direct responsibility of the City to fund infrastructure, including Jefferson <br />School. <br /> <br /> Mr. Cox noted that the CDBG funds are a very small pot of money and only a <br />drop in the bucket for the needs at Jefferson School. Mr. Cox suggested that this have <br />more discussion within the Jeffer son School Task Force. <br /> <br /> Ms. Richards said she would like it to be kept in mind. <br /> <br /> Mr. Schilling said it may make sense to alter the process and have the CDBG <br />Task Force look at programs Council may support. <br /> <br /> Mr. Cox noted that individual Councilors have supported adding rental <br />rehabilitation and better education and publicity to the priorities. <br /> <br /> Mr. Schilling said he does not support adding rental rehabilitation. <br /> <br /> Ms. Richards agreed with Mr. Schilling, and said her concern is using public <br />money to reha bilitate property where the landlord is making a profit. She said, however, <br />that she would like to support tenants' quality of life. <br /> <br /> Mr. Lynch agreed with not supporting rental rehabilitation for private for profit <br />housing, but suggested saying non - prof it rental housing. <br /> <br /> Mr. Cox said that would make it more palatable. He said this is a very small pot <br />of money and not one that rental owners look to. He said he is not hearing support for <br />rental rehabilitation language proposed by Mr. Caravati. <br /> <br /> Mr. Car avati said he sees this as a help to families, not as feathering the pockets <br />of landlords. <br /> <br /> Mr. Lynch made a motion to adopt the existing goals, with the addition of <br />outreach and education about existing programs; to designated $200,000 to the Rose Hill <br />
