Cox said he would like to get Ms. Richards' comments to the Jefferson <br />School Task Force. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: LEASE OF RAGGED MOUNTAIN TENANT <br />HOUSE <br /> <br /> Mr. O'Connell said the City owns a house at Ragged Mountain, and the proposal <br />is to continue to r ent to the current occupant for $250 a month. He said the renters <br />provide services to offset the rent. Mr. O'Connell asked that Council waive the second <br />reading of the ordinance. <br /> <br /> The public hearing was opened, but as there were no speakers, the public h earing <br />was closed. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Pat Plocek, Parks Manager, said <br />that when the property was originally leased it was publicly advertised, and the current <br />occupant is the only one who offered to pay anything toward the re nt. He said this is a <br />renewal of an existing lease and has not been advertised. <br /> <br /> Ms. Richards said Council has talked about providing housing for a public <br />employee or police employee, and said this could be looked at as an affordable housing <br />issue. She said it ought to be competitively rebid periodically, and suggested developing <br />a policy for the future. <br /> <br /> Mr. O'Connell noted that it takes a lot of staff time to go through a bidding <br />process. <br /> <br /> Mr. Caravati suggested striking the renewal clause. <br /> <br /> Mr. Lyn ch asked what is the best lease term. <br /> <br /> Mr. Schilling said if this is to be considered affordable housing, we should look to <br />see if renters qualify and if they are City residents. Mr. Schilling said he would only <br />support a one year lease. <br /> <br /> Ms. Richards m ade a motion to approve the lease, with the lease term reduced to <br />one year, and Mr. Caravati seconded the motion. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council waived the second <br />reading of the ordinance by the following vote. He <br />asked that the second reading of this ordinance be waived as well. <br />
