6 <br /> <br /> Mr. Plocek said that this lease went through a purchasing procedure and was <br />advertised for City employees. <br /> <br /> The public hearing was opened, but as there were no speakers , the public hearing <br />was closed. <br /> <br /> Mr. Schilling compared this lease with that of the Ragged Mountain house. He <br />said there was no physical description of the house and no answer about the fair market <br />value. He said it has apparently not been assessed. He said he asked about selling the <br />house and understands there are some legal issues, but he feels it ought to be looked into <br />further. He questioned why the rent is so low. He said he feels it is $100 to $150 below <br />the fair market value. He questioned whe re the property was advertised and for how <br />long. He said it was only advertised to City employees, but feels everyone in the <br />community should be given an opportunity to participate in the process. He said he does <br />not think it was fairly advertised, belie ves it is costing the City money and is below the <br />fair market value, and he cannot support the lease. <br /> <br /> Mr. Caravati made a motion to approve the ordinance, and Mr. Lynch seconded <br />the motion. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the second r eading of the <br />ordinance was waived by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, <br />Ms. Richards. Noes: Mr. Schilling. <br /> <br />The ordinance "AN ORDINANCE APPROVING LEASE AGREEMENT FOR <br />PEN PARK TENANT HOUSE" was approved by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. <br /> <br />Mr. Schilling said we should not forget that Council gave away $1,500 in fair <br />market value during next year's budget process. <br /> <br />Ms. Richards said there are times we want to prov ide incentives for City <br />employees and have the City become an employer of choice. She said it also provides an <br />incentive for recruiting employees. Ms. Richard said that while she shares some of Mr. <br />Schilling's concerns, this could be an opportunity for r ecruitment and retention of City <br />employees. <br /> <br />Mr. Caravati said it is not good to have this discussion at the last minute. <br /> <br />Mr. Cox said that the broader issue of affordable housing has been raised, and <br />feels that if the City had a bank of properties this w ould be appropriate, but with only two <br />properties this can only be seen as a symbolic gesture. <br /> <br />REPORT <br />: QUALITY COMMUNITY COUNCIL <br /> <br /> Ms. Karen Waters, Director of the Quality Community Council, reviewed the <br />history of QCC, noting that it is a citizen drive n and self governing organization. Ms. <br />Waters reviewed the focus groups and events of QCC since its beginning. <br /> <br /> Mr. Lynch congratulated Ms. Waters and the QCC Board and said they have done <br />an amazing job. <br /> <br /> Mr. Caravati said the QCC has shown great perse verance and he is glad to support <br />it. <br /> <br /> Ms. Richards said it is remarkable what QCC has grown into, and noted that it is a <br />grass roots, resident driven organization. Ms. Richards said that receiving the Babcock <br />award shows a real validation of QCC. <br /> Mr. S chilling congratulated QCC for all it has done, and thanked Ms. Waters for <br />her personal investment in the community. <br /> <br />
