4 <br /> Ms. Nancy O'Brien expressed concern about parking in high density areas, and <br />said she thinks it is a dream that people will leave their cars behind. She suggested that <br />landlords be given bonuses for buying bus passes. She suggested that some of the high <br />density rental bu ildings be condominiums, not just rental. She said the parking garages <br />by right on Cherry Avenue have not been changed in the text as it was in the matrix. <br />Regarding lighting, she proposed adopting a dark skies ordinance. She said she feels <br />signs are on the large size. She said she feels there is a lack of attention given to <br />environmental concerns in the ordinance. She said Arlington County gives density <br />bonuses for "green" buildings. <br /> <br /> Ms. Melanie Bninsky, 2501 Fontaine Avenue, expressed concern about the <br />properties zoned B - 2 on Fontaine Avenue, and requested they be downzoned. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Referring to allowing residential units in M - 1 zones, Mr. Schilling asked what <br />factors are considered in a special use permit, and why it was changed to allow it only by <br />special use permit. <br /> <br /> Mr. Tolbert said that the industrial corridor allows mixed use by right. He said <br />M - 2 zones, which allowed no residential, were eliminated. He said M - 1 exists in very <br />fe w areas, and it was suggested by a Councilor to allow residential by special use permit <br />to make sure it is appropriate. He noted that one night watch person in the M - 1 zone is <br />allowed by right. <br /> <br /> Mr. Caravati said that M - 1 zones are quickly evaporating an d allowing residential <br />by right further reduces it. <br /> <br /> Mr. Cox said he feels it is important to have some mechanism to evaluate the <br />compatibility of residential and M - 1 uses. He said he would prefer to err on the side of <br />having a way to evaluate this appro priateness. <br /> <br /> Mr. Lynch said he is not comfortable saying the only way to have residential is <br />with mixed use. He suggested allowing fully residential buildings by special permit on <br />primary streets in retail areas. <br /> <br /> Mr. Schilling agreed with Mr. Lynch and said he would hate to see the City pass <br />up a nice project, especially when economic conditions prevent other development. <br /> <br /> Mr. Cox said we need to be clear we are trying to create a retail dominate area <br />with residential units above. He said he is unc omfortable undermining the model of <br />having continuous retail frontage. <br /> <br /> Mr. Lynch said you do not always get to implement your vision. <br /> <br /> Mr. Cox said he would prefer to give it a try and change in the future if necessary. <br /> <br /> Mr. Tolbert noted that reside ntial is allowed on the ground floor if it is not on the <br />street front. He said that this idea has been well received by the development <br />community. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Tolbert said that two parcels on <br />Fontaine Avenue are curre ntly zoned B - 2. He said they were inadvertently included in <br />the entire area in the high density zone. He said Council sentiment was to return the <br />zoning to R - 2, and when that was done the existing commercial zoning was returned as <br />well. He expressed con cern about changing the zoning without appropriate legal <br />advertising. <br /> <br /> Responding to questions from Mr. Caravati, Mr. Tolbert said the section <br />regarding parking garages on Cherry Avenue was supposed to have been changed, and <br />said that the lighting section of the ordinance was taken almost verbatim from Albemarle <br />County's ordinance. <br />
