5 <br />Ms. Richards said there has been a consistent concern that permit parking in high <br />density zones around the University will spill over into adjacent neighborhoods. <br /> <br />Mr. Tolbert s aid that two years ago this would have been the case, but permits are <br />restricted to the streets the units front on, and fewer permits will be allowed. He said <br />neighborhoods will have to go through the permit parking process. <br /> <br />Ms. Richards said that part o f the package is the three - person rule, and said she <br />would like to see us enforce this rule. <br /> <br />Mr. Tolbert said that the four - person rule is enforced now. He said it is mostly <br />complaint driven, but staff is working on other ways as well. <br /> <br />Responding to a q uestion from Mr. Cox, Mr. Tolbert said that properties not <br />facing Jefferson Park Avenue will not have the same review process because they are not <br />legally included in the entrance corridor. He said there is no mechanism under state law <br />to give design revi ew for these properties. <br /> <br />Responding to a question from Ms. Richards, Mr. Tolbert said that the special use <br />process does not give Council design review. <br /> <br />Mr. Cox asked Council whether they want to have a work session prior to the <br />second reading of the ord inance. <br /> <br />Mr. Schilling said he continues to be troubled by parking requirements in high <br />density districts, and said he does not think we have the right formula. He said we need a <br />little more consistency and a little more parking. He said permit parking i s not the <br />answer for all neighborhoods, and he feels we need to provide further protection to <br />neighborhoods. <br /> <br />Responding to a question from Mr. Caravati, Mr. Craig Brown, City Attorney, <br />said the ordinance can be moved on first reading and amendments can be voted on <br />separately at the next meeting. <br /> <br />Ms. Richards said she feels we should move forward with approving the <br />ordinance. She said there will be areas we need to work on after it is adopted. She said <br />"first do no harm" should be the number one rule. <br /> <br />M r. Caravati offered an amendment to the ordinance, but Mr. Cox said he would <br />prefer to wait until the next meeting to offer amendments. <br /> <br />Mr. Caravati said he would like to discuss allowing accessory apartments in rental <br />units. <br /> <br />Mr. Cox said that the Housin g Policy Task Force will advance recommendations <br />regarding this over the next few months. <br /> <br />Ms. Schilling said he feels the issue of accessory apartments bears further <br />discussion. <br /> <br />Mr. Lynch said he is sensing the sentiment with Council going forward with t he <br />ordinance being 99% complete. He said he is not as comfortable doing this, and said he <br />would like to put a boundary on how long it is going to be evaluated. <br /> <br />Mr. Tolbert said that the entire ordinance will be evaluated in a year from its <br />adoption. <br /> <br />Mr. Cox asked Councilors to provide Mr. Tolbert with any amendments to the <br />ordinance by next Monday. <br /> <br />On motion by Ms. Richards, seconded by Mr. Caravati, the zoning ordinance was <br />offered and carried over to the next meeting for consideration. <br />
