6 <br />Ms. Richards as ked about releasing the City Attorney memorandum regarding the <br />three - person rule, and Mr. Brown said that is Council's decision. <br /> <br />It was agreed that the information about the three - person rule contained in the <br />memorandum would be made available to the publ ic. <br /> <br />REPORT <br />: AIRPORT MASTER PLAN <br /> <br /> Mr. Bryan Elliott, Airport Manager, explained that the Airport is required to have <br />a master plan, and wants to have a vision for the future. Mr. Elliott said that future <br />development is proposed for the western side of t he property. He said the runway length <br />is being evaluated. He said the Charlottesville - Albemarle Airport is one of the fastest <br />growing airports in the region, and Charlottesville and Albemarle County residents are <br />the primary customer base. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Elliott said noise complaints are <br />sporadic. <br /> <br /> Ms. Richards said she continues to hope that a public transportation service be <br />planned to the airport. <br /> <br /> Mr. Schilling said the airport provides excellent service, is clean , beautiful, and <br />provides great customer service. <br /> <br /> Responding to a question from Mr. Cox about the roundabout, Mr. Elliott said <br />VDOT is in the process of relocating utilities. <br /> <br /> Mr. Cox asked if there is concern about expanding sprawl up Route 29 North, a nd <br />Mr. Elliott said the County has adopted an airport overlay district. <br /> <br />RESOLUTION <br />: HYDRAULIC ROAD/ROUTE 29 SCOPE OF STUDY <br /> <br /> Mr. O'Connell said the scope of study is being brought back to Council for the <br />next phase of the study, and said he is looking f or Council's approval of the scope of <br />study. <br /> <br /> Mr. Tolbert said the intent of phase II of the study is to answer questions raised in <br />phase I. He said the study team will consistent of representatives from TJPDC, VDOT, <br />U. Va., and CHART. He said there wil l also be an oversight committee. The goal is to <br />complete the study by April. He said designs from phase I as well as any new designs <br />will be analyzed. He said an economic component will be built in. He said changes may <br />be made as a result of this stud y in the studies done for Best Buy. <br /> <br /> Mr. Harrison Rue, Executive Director of the Thomas Jefferson Planning District <br />Commission, said this study is taking a new approach and he hopes new ideas will <br />surface. He said he is committed to coming up with at lea st two workable solutions. <br /> <br /> Mr. Schilling said he appreciates the work done, but is disturbed that the memo <br />sent to Council highlighted this as a report and he was told no action was to be taken, but <br />now is told Council is being asked to approve it. He s aid he feels the need to discuss this <br />at length with staff. <br /> <br /> Mr. Cox noted that the items was referred to as a resolution with action required <br />on the agenda. <br /> <br /> Ms. Richards said she thinks it is well fleshed out, and strong attempts have been <br />made to addr ess the City's concerns. She suggested that the economic impact analysis <br />needs to be an important part of the report. She said it is important to the Chamber of <br />Commerce that the economic impact analysis be done independent of the team members. <br /> <br /> Mr. Rue said he will commit to discussing the pros and cons of this with the <br />project management team. <br />
