7 <br /> Mr. Tolbert said he thinks the contract can be structured to address this concern. <br /> <br /> Mr. Cox said Council should allow the steering committee the flexibility to put <br />together the team taking this into consideration, especially with the Chamber being <br />involved. <br /> <br /> Mr. Lynch said he is comfortable with the proposed scope. He said he has <br />concerns about the potential of the study to consume TJPDC and City staff, but de fers to <br />their judgment. <br /> <br /> Mr. O'Connell asked for guidance from Council on any changes. <br /> <br /> Mr. Schilling expressed concern about land taken from the K - Mart parking lot, <br />about whether the issue of the professional facilitator is being addressed, and who is <br />i nvolved in the team selection. He took issue with the language on page 2 saying taking <br />land from K - Mart is a feasible alternative, said he is not sure what design alternatives <br />means on page 4, new designs are not referred to on page 5, there is no recogni tion of the <br />importance of every business on page 7, and page 7 implies that individual businesses are <br />not considered. <br /> <br /> Mr. Cox said a lot of Mr. Schilling's concerns are addressed. He said at a certain <br />point we have to trust the process and the success o f the first phase of the study. He said <br />he found it very comprehensive. <br /> <br /> Ms. Richards said she is satisfied there is adequate provision for reviewing and <br />considering alternative designs. <br /> <br /> Mr. Schilling said he does not think this is clearly stated, and he does not think it <br />is wise or prudent to go forward, and feels it could be improved. <br /> <br /> Ms. Richards said she respect's Mr. Schilling's concern, and made a motion to <br />approve the scope of study for phase II of the Hydraulic Road/Route 29 North <br />intersection . <br /> <br /> Mr. Lynch seconded the motion and it was approved by the following vote. Ayes: <br />Mr. Cox, Mr. Lynch, Ms. Richards. Noes: Mr. Schilling. Abstaining: Mr. Caravati. <br /> <br />RESOLUTION <br />: VIRGINIA STUDENTS (VIRGINIA FIRST CITIES) <br /> <br /> Mr. O'Connell explained th at localities are being asked to approve a resolution <br />urging the General Assembly to commit to work for additional state dollars to fully fund <br />the actual costs of the Standards of Quality and the legislative guidelines for higher <br />education funding. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, the resolution in support <br />of Virginia's students was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />Whereas <br />, public schools are strugg ling to provide a quality education to <br />Virginia’s children, including at - risk students, that will allow them to learn what is <br />required to earn a high school diploma, enroll in a college or university, or enter the job <br />market; and <br /> <br />Whereas <br />, reduced funding for higher education, verified by legislative reports, <br />has resulted in inadequate faculty resources and building space, and outdated equipment; <br />and <br /> <br />Whereas <br />, teachers often find they do not have the tools or training necessary to <br />teach the subjects mandat ed for achievement of state standards, and teachers’ salaries and <br /> <br />the uncertain state support of salaries do not provide the kind of incentives that attract <br />and keep the most talented professional educators; and <br /> <br />
