NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, October 6, 2003 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - October 6, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Schilling. Absent: M r. Lynch. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Ms. Richards. <br />Absent: Mr. Lynch) to meet in closed session for the purpose of discussion, <br />c onsideration or interviews of prospective candidates for employment, assignment, <br />appointment, promotion, performance, demotion, salaries, disciplining or resignation of <br />specific public officers, appointees or employees; and appointing members to various <br />Ci ty boards or agencies, as authorized by Section 2.2 - 3411(A)(1) of the Virginia Code; <br />and for the purpose of consultation with legal counsel and briefings by staff members or <br />consultants pertaining to actual or probable litigation, where such consultation o r briefing <br />in open meeting would adversely affect the negotiating or litigating position of the City, <br />or consultation with legal counsel employed or retained by a public body regarding <br />specific legal matters requiring the provision of legal advice by such counsel, as <br />authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - October 6, 2003 <br /> <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ms. Richards, Mr. Schilling. Absent: Mr . Lynch. <br /> <br />AWARDS/RECOGNITIONS <br />: POLICE DEPARTMENT; DOMESTIC VIOLENCE <br />AWARENESS MONTH PROCLAMATION <br /> <br /> Police Chief Tim Longo explained that the Police Department has been <br />focusing on ways to make the Department a better place to work for police officers and <br />has begun a recognition program which recognizes courageous acts and those above and <br />beyond the call of duty. He introduced recipients of awards recently awarded. <br /> <br /> Mr. Cox presented the Domestic Violence Awareness Month proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Judy Walker, 1629 Hardwood Avenue, Director of the Ashlawn Opera <br />Festival, presented pictures of KidsFest, an interactive session for area youth sponsored <br />by the Festival, and applauded the City's support of the arts. Ms. Walker recognized <br />Joyce Murray, a teac her at Clark Elementary School, and Johnny Ellen, City Recreation <br />Manager, for their support of the Festival. <br /> <br /> Ms. Julia Jones, 1938 Lewis Mountain Road, thanked Council for their support of <br />the Shelter for Help in Emergency and for issuing the Domestic V iolence Awareness <br />Month Proclamation. Ms. Jones said that seven people have lost their lives due to <br />domestic violence in the community this year. Ms. Jones invited the public to participate <br />in Domestic Violence Awareness Month activities. <br /> <br /> <br /> <br />
