NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD <br />ON Monday, December 1, 2003 AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - December 1, 2003 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling . <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None.) to meet in closed <br />session for discussion of the annual performance evaluation of the City Manager, an d for <br />discussion of appointments to City boards and commissions, as authorized by Section <br />2.2.3711(A)(1) of the Virginia Code; and for consultation with legal counsel regarding the <br />proposed use of property at Fifth and Water Streets, which requires the pro vision of legal <br />advice by such counsel, as authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br />COUNCIL CHAMBER - December 1, 2003 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, M s. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Rich Collins, 108 Wilson Court, said that he has read that Councilors are set to <br />convey land for the Meadowcreek Parkway via an easement. He said the state constitution <br />requires four votes to sell land and feels t his is an evasion of the constitution. Mr. Collins <br />said provisions in the letter Council sent to VDOT have not been met. <br /> <br /> Mr. Toby Reiter, 207 B Douglas Avenue, opposed the Meadowcreek Parkway. He <br />said we need to focus on transportation routes that alre ady exist, improvements to Route 29 <br />need to be done; improvements need to be made to intersections. He said conveying land via <br />an easement is not proper procedure. <br /> <br /> Ms. Betty Amos, 1501 Chesapeake Street, asked that Council study and develop a <br />process fo r dealing with unlicensed construction contractors instead of placing the burden of <br />investigation and enforcement on homeowners and asked that Council study and develop a <br />process for coordinating information and activities of Charlottesville offices. She said she has <br />problems with Neighborhood Development Services and has received a warrant and notices <br />from them. She asked Council to revoke regulations governing grass height, hedge location <br />and height, and other uses of property in the City. <br /> <br /> Mr. Tim H ulbert, 2246 Brandywine Drive, representing the Chamber of Commerce, <br />said that Council has done nothing premature regarding the Meadowcreek Parkway. He said <br />the plans of the majority of Council have been misrepresented and he is disappointed over <br />that. H e said Meadowcreek Parkway is the Chamber's highest priority and will make a <br />beautiful front door to the City. He said that the assessment of the property is being greatly <br />exaggerated. He asked that the campaign of misinformation stop. He said it is unr easonable <br />and irresponsible to hold up the project and asked that the property be conveyed and that <br />Council move forward. <br /> <br /> Ms. Karen Firehock, Planning Commission member and Chair of the City's Stream <br />Protection Task Force, supported a stormwater utility to fund improvements to streams. <br /> <br />
