2 <br /> Ms. Frances Racette, 821 Belmont Avenue, a member of the Stream Protection Task <br />Force, supported the stormwater initiative and the funding to support this issue. <br /> <br />th <br /> Mr. Andy Lowe, 1306 6 Street, S.E., representing the Th omas Jefferson Soil and <br />Water Conservation District, said he works with the City on regional stormwater education, <br />and supports the initiative and funding. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said that only Chamber of Commerce <br />members and Albemarle Cou nty residents will benefit from the Meadowcreek Parkway. He <br />said it will impact Charlottesville High School. He questioned whether an easement is the <br />right way to proceed. Instead, he suggested that Council wait until a fourth member is elected <br />to suppo rt the sale of land. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said the proposed Transit Center will be an <br />albatross to the City. She said members of the North Downtown Neighborhood Association <br />th <br />do not know about the project and that 7 Street will be close d. <br /> <br /> Mr. Louis Schultz, 1809 E. Market Street, said he is devoted to stream preservation <br />and wants the City to leave him alone. He said he has been told his grass is too tall and that <br />his compost pile is illegal. He said he has been getting mixed message s from the City about <br />his compost pile. <br /> <br /> Ms. Laura Covert, 1809 E. Market Street, said the City has removed her compost pile. <br />She said she keeps brush rather than have the City pick it up. She said she would like to see <br />the City declare its commitment t o sustainability. <br /> <br /> Mr. Kevin Cox, 311 Fairway Avenue, said that the building on the downtown mall <br />that is owned by the Chair of the Board of Architectural Review has peeling paint and he <br />would like to see something done about it. Mr. Cox expressed concer n about the Chair of the <br />BAR owning a business in the district. <br /> <br /> Mr. Bob Hodous, 1309 Lester Drive, commended the supporters of the Meadowcreek <br />Parkway on Council. He said that from what he has seen conveying the land via an easement <br />is perfectly legal. He said the Parkway has been in the Comprehensive Plan ever since we <br />have had plans. He said he is saddened that the other two Councilors will not commit to the <br />Parkway. He said it is to the detriment of the residents on Park Street and others. He said the <br />new zoning ordinance has the foresight to allow more intensive development downtown, but <br />Councilors refuse to build a road that will allow this to come to fruition. <br /> <br /> Mr. Ivo Romanesco, 117 Bollingwood Road, spoke in favor of the Meadowcreek <br />Parkway. He said residents are investing in automobiles and he thinks Council should listen <br />to them. He said it is time to move forward and for Councilors to show leadership. <br /> <br /> Ms. Mary MacNeil, 1503 Rosa Terrace, spoke against the Meadowcreek Parkway. <br />She asked why constitutional protections should be bowled over. She said the Parkway has <br />been a bad idea for 36 years. She said points in Council's letter to VDOT have not been met. <br /> <br /> Mr. Peter Kleeman, 207 Hedge Street, inquired about the closed session for discu ssion <br />of the Meadowcreek Parkway. He said he does not think clauses cited apply and does not <br />think it was legal. He asked for a summary of Council's discussion in closed session. <br /> <br /> Mr. Greg Jackson, 613 Belmont Avenue, said he is pro - McIntire Park with r espect to <br />the Meadowcreek Parkway. He said McIntire Park represents the vision, generosity and <br />legacy of Paul Goodloe McIntire. He said Council should look at what is more important - <br />roads or parks. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Lynch removed approval of the mi nutes from the consent agenda. <br /> <br /> Mr. Schilling said that he will support the special permit allowing a residence on <br />Leake Lane, but has concerns about the reduction of M - 1 property in the City. <br />
