10 <br /> Ms. Richards said that three Councilors asked fo r an opinion and did not think <br />they needed more than a majority to make the request. She said the three Councilors felt <br />it was important to the public to clarify the legality of the issue. She said the City has <br />received verbal confirmation that an easeme nt is legal. She said she will abide by the <br />decision of the Attorney General and said we need to reassure the community that such <br />action is lawful. She said the Attorney General's office is staffed by professionals and <br />she does not believe they will rend er politically motivated judgments. She said it seems a <br />small step to ask for written confirmation. <br /> <br /> Mr. Cox said he is disturbed that Councilors have worked to create operating <br />guidelines and then they are violated. <br /> <br /> Mr. Lynch said there is a wider iss ue than following the guidelines with three <br />Councilors asking staff to take action when Council did not vote on it. <br /> <br /> Ms. Richards said she cannot believe Mr. Cox and Mr. Lynch think it is wrong to <br />seek an opinion from the Attorney General for something th ey have questioned the <br />legality of. <br /> <br /> Mr. Cox said it does not have to go to the Attorney General and said we can get <br />an opinion from another attorney. <br /> <br /> Ms. Richards said this is an attempt to get to the public just what the law has to <br />say. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ___________________________ <br />President Clerk <br />
