9 <br /> Ms. Laur a Young, Albemarle County resident, said the pathways proposed to be <br />imbedded in the golf course at McIntire Park are not compatible. She said there was more <br />attendance at Sundays in the Park than during an entire week of golf. She said half of the <br />golfer s using McIntire Park are from Fluvanna and Greene Counties. She suggested that <br />ethnic and arts and crafts festivals be held in McIntire Park. <br /> <br /> Mr. Jock Yellott said he was speaking on behalf of representatives of the Vietnam <br />Memorial, said that while th ey support relocating and improving the monument, they feel <br />a marker should be left at its original location. He said that there is a law that prevents <br />disturbing any monuments and the City Attorney or citizens can sue if this occurs. <br /> <br /> Mr. Cox clarified that there are no plans to move the monument in the beginning <br />phases and it is only disturbed due to construction of the Parkway. <br /> <br /> Mr. Cox said that the trails will be used on non - golf days at the park. He said that <br />golf might be phased out and relocated . He said he continues to be concerned about <br />locating facilities in the City that are used primarily by County residents, and he asked if <br />the YMCA has been to Albemarle County and asked that a facility be located in the areas <br />to the north that are propose d to be added to McIntire Park. <br /> <br /> Mr. Kruger said Albemarle County would like to build a YMCA community <br />center in Crozet, but the YMCA has resisted this because they want to serve more City <br />residents. He said many City residents are served by the YMCA now . <br /> <br /> Mr. Cox appealed to the YMCA to consider what the Committee is trying to do <br />and that they consider other options for the facility. <br /> <br /> Ms. Richards said she feels a family community center is needed to serve City <br />residents and she thinks it would be a wonderful vision. <br /> <br /> Mr. Kruger said he would be happy to provide examples of community centers <br />around the country. <br /> <br /> Mr. Schilling said the YMCA was given the opportunity to make presentations, <br />but was not granted the opportunity to respond to concerns of the Committee. He said he <br />would like to see that happen. He said there is nothing currently that serves the <br />Greenbrier neighborhood and he thinks that neighborhood would be happy to have a <br />facility like this. He said he does not think there is proof tha t the facility would serve <br />mostly County residents. He said he thinks it bears more conversation. <br /> <br /> Mr. Ernie Reed, 610 Farish, Director of the Living Education Center Ecology and <br />Arts, said he is heartened by the work done on the McIntire Park plan and h e is happy to <br />see that Phase I has to do with access to the park. He said he did not see talk of a no <br />build alternative for the Parkway and thinks that should be an option. He said Phase I <br />should be no build/natural areas, Phase II bike and pedestrian tr ails; and Phase III <br />alternative transportation. He said access to Schenck's Branch is critical. He said the <br />Education Center has been involved in Schenck's Branch and he would like to observe or <br />participate with the Committee on the rest of the plan to p arallel the work the Center has <br />done. <br /> <br /> Mr. Cox said the consultant has been asked to do a before and after with the pond <br />and Parkway during rush hour. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Cox asked that Councilors review the WRT presentation prior to Tuesday's <br />Transit w ork session. <br /> <br /> Mr. Cox said that he only heard about the request for an Attorney General's <br />opinion regarding an easement for Meadowcreek Parkway today and finds it disturbing <br />that the Mayor was not told. <br /> <br />
