8 <br />said adding mixed paper and cardboard to the recycling was not recommended because it <br />would cost an additional $230,000. <br /> <br /> Mr. Lynch said he was glad to see the bids come in lower than the current <br />contract. He expressed concern that the contract will be for five years and that could <br />present a problem should the McIntire Recycling Center close. He said if the Center <br />closes then we could go with Waste Management because their option to collect these <br />items would be cheaper. <br /> <br /> Mr. Mueller said that as she understands the procurement law, we must award the <br />contract based on the lowest bid, but said she will get clarification about that. <br /> <br /> Mr. Lynch said he does not want City residents to lose their ability to recycle <br />mixed paper and cardboard. <br /> <br /> Responding to a question from Ms. Richards, Ms. Mueller said that Alternative <br />2A would add cardboard and mixed paper and 2B is the cost for a yard waste program <br />which only one company bid on. <br /> <br /> Mr. Schilling asked for recent numbers on volume usage at McIntire Recycling <br />Center and said he wants to make sure we are on level footing with the County. <br /> <br /> Ms. Mueller said no surveys were done this fall, but there is a plan to do one in <br />the spring. She said volumes have not increased dramatically sin ce the County <br />discontinued its recycling program. She said volumes are not measured at the Center. <br /> <br /> Ms. Mueller said she is looking for direction from Councilors about whether they <br />want to consider adding any of the alternatives. She said staff recommend s using toters <br />for downtown commercial areas and offering them free. She said some downtown <br />businesses have a problem with a lack of storage so that will need to be worked on. <br /> <br /> Ms. Richards said she thinks toters are a good option. <br /> <br /> Mr. Mueller said dis cussions are taking place with Waste Management about <br />making it optional to purchase toters City wide. <br /> <br /> Mr. Schilling said the toters would not really be free, and the cost would be borne <br />by everybody else. <br /> <br /> Ms. Mueller said the payoff will be in reducin g the time and effort Public Works <br />employees take to clean up now. <br /> <br /> Mr. Lynch said he concurs with staff's recommendation. <br /> <br /> Ms. Richards said she was impressed with BFI's bid. <br /> <br />PUBLIC <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he would be interest in se eing the <br />McIntire Park Plan scheme with cars at capacity on the Parkway and to see the contours <br />of noise. He said a little reality is necessary for the public to make a judgment on what is <br />proposed with the highway running through it. <br /> <br /> Mr. Kurt Kruger, P resident of the YMCA Board, said the current YMCA started <br />in 1994 and has over 7,300 participants. He said the YMCA's vision is for a community <br />center in McIntire Park, but it was not included in the recommendations. He said a much <br />broader range of City residents would be served by locating the YMCA in the park rather <br />than a conservatory. He said funding for the facility would come from private citizens <br />and Albemarle County. He asked that the Committee explore including the YMCA in the <br />plans. <br /> <br />
