7 <br /> Responding t o a question from Mr. Schilling, Mr. Pat Plocek, Parks Manager, <br />said the County has appropriated funds for the first year of operations, but County Parks <br />staff have assured him that it will be an ongoing item in the County Parks budget. <br /> <br /> Mr. Schilling ask ed if this is only a verbal agreement, and Mr. O'Connell said a <br />letter has been received from the Board of Supervisors. <br /> <br /> Mr. Schilling asked if this commitment in writing is only for the first year. <br /> <br /> Mr. Plocek said funds have been committed for the cons truction and first year of <br />operations and the County has implied it will fund the park as it does Towe Park. <br /> <br /> Mr. Brown said that there cannot be an agreement binding future appropriations. <br /> <br /> Responding to a question from Mr. Schilling, Mr. Plocek said th e dog park at <br />Towe Park is rolled into the overall budget for the park. <br /> <br /> Mr. Schilling said we are taking a facility out of the City and locating it far out in <br />the County. He said he would like to see an evaluation in a year to see who we are <br />serving. H e said he is willing to go ahead with it, but he does not want to serve a <br />majority of County residents. <br /> <br /> Mr. Lynch said people have asked that the dog park at PVCC not be decoupled <br />from Riverview park and he said he supports it not being decoupled. <br /> <br /> Ms. Richards noted that a survey of Riverview Park users showed a majority <br />County residents. <br /> <br /> Mr. Plocek said that the County is trying to create more dog parks. <br /> <br /> Mr. Cox said he thinks this proposal is addressing City neighborhood problems <br />and he thinks it is a win - win situation. He noted that users will help fund the park. <br /> <br /> Mr. Schilling asked if it would be possible to have receptacles on site to collect <br />funds, but Mr. Plocek said they have found it is not a good idea to do that, but <br />information can be p rovided at the park. He said staff will help form a group to oversee <br />the park and raise funds. <br /> <br /> The License Agreement for a Dog Park at Piedmont Virginia Community <br />th <br />College, which was offered at the September 15 meeting, was approved by the <br />following vo te. Ayes: Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br />Absent: Mr. Caravati. <br /> <br /> Ms. Richards said she would like to request an annual report on how the park is <br />working, with an eye to changing the funding formula with the County based on actual <br />usage. <br /> <br /> Mr. Cox said he would also like a staff report on Riverview Park. <br /> <br />REPORT <br />: CONTRACT FOR REFUSE COLLECTION AND CURBSIDE <br />RECYCLING <br /> <br /> Mr. O'Connell said that the current refuse and recycling contract is coming to an <br />end. The service was p ut out to bid and the City prepared its own bid. He said there <br />were bid alternatives, but they were found to be too costly. He said alternative containers <br />are being proposed for commercial areas. <br /> <br /> Ms. Judith Mueller, Director of Public Works, said the l ow bidder for curbside <br />and dumpster collection was Waste Management and the low bidder for recycling <br />collection was BFI. She pointed out that if we go with these bids then we will be dealing <br />with two different contractors which will require additional edu cation for the public. She <br />
