He said Council has been <br />shown pictures of sidewalks in terrible condition and there are unmet capital needs of the <br />schools. He said we shou ld make a priority of what needs to be accomplished before <br />putting icing on the cake. He said he has questions about going forward with this when <br />other things are in dire need of repair. <br /> <br /> Mr. Lynch said he applauds moving the wading pool as it is current ly not in a safe <br />place. He asked whether the golf course could be accessed from Melbourne Road as <br />well. He said he likes the idea of the pond and said there is potential to go beyond the <br />pond itself and tie it in with storm water requirements. He said m oney from the <br />Meadowcreek Parkway could be used to work on drainage first. <br /> <br /> Mr. Cox said that the Committee worked on the guiding principles after input <br />from the community who wanted better access to the park that is now being used by <br />single users. He sa id he became sensitized to golfers' concerns and he thinks the <br />recommendations reflect an understanding of their needs. He said the Parkway is what is <br />going to evict them. He said he thinks the plan is a healthy compromise. Regarding the <br />YMCA, he said t he Committee entertained two presentations from them, but felt that the <br />YMCA is serving as a County recreational facility and would have a big box impact on <br />the park. He said the Committee recommended putting the YMCA Center on Rio Road <br />in the County. He said the Committee has heard from hundreds of people who <br />participated in Sundays in the Park and there is broad support already for the direction <br />charted. Mr. Cox said he would like to communicate his support for Mr. Rieley's vision <br />of Phase I. He said he would like to know if the restaurant idea is appealing to the <br />restaurant community and suggested giving them a presentation of the plan. He said cost <br />estimates need to be determined. He said he would support leveraging urban allocation <br />funds for the pond. He asked that staff determine how and when funds set aside for <br />Meadowcreek Parkway could be used in the near term. He said a full budget build out is <br />needed for the entire project. He said we may need to set aside more money or raise <br />funds private ly. He said he hopes Mr. Rieley will make himself available to Mr. Lynch <br />and Ms. Richards to go through the plan in more detail. Mr. Cox said he has not heard <br />any objections to moving forward with getting cost estimates. <br /> <br /> Ms. Richards said she would lik e to see more of the plan before Mr. Rieley goes <br />forward with estimates. <br /> <br /> Mr. Cox said that as we move into the next phase we may want to retool the <br />Committee as they have had trouble getting a quorum at meetings. He said no public <br />hearing will be held n ow, but it will be up to the Committee to go out to the public with <br />the plan. After the Committee's final recommendations are sent to Council, a public <br />hearing can then be held. <br /> <br />ORDINANCE <br />: LICENSE AGREEMENT FOR DOG PARK AT PVCC ON AVON <br />nd <br />STREET (2 read ing) <br /> <br /> Mr. O'Connell said this is the second reading for the license agreement with <br />PVCC for a off leash dog park as an alternative location to Riverview Park. He said <br />construction is estimated to be $35,000 to $40,000 and the proposal is to share the cos t <br />with private donors and the City and County each contributing 25%. He said Councilors <br />had asked questions about security, liability and formalizing the agreement with <br />Albemarle County. He said the property will be secured by a fence, a City employee wi ll <br />open and close the gates, and County police will respond to calls. He said the City's <br />current insurance will cover the risk and the premiums will not increase. He said the <br />County has formally committed to contributing half of the operating costs for t he first <br />year. <br /> Mr. Cox asked if the agreement changes as a result of this information, but Mr. <br />Brown said no that is a separate agreement between the City and the County and the <br />license agreement before Council is between the City and PVCC. <br /> <br />
