2
Regarding shared versus dedicates lanes, Mr. Lynch said that in the short - term we
have no choice but to have shared lanes. He noted that no parking structures are
available at this time.

Mr. Cox said a new parking garage is proposed for 200 cars behind Albemarle
Hotel. He said he is leaning towards designated lane s and said a shared system does not
work.

Mr. Bishop said you are not locked in when you use non - rail vehicles, noting that
you can stripe the lanes and see if it works.

Ms. Richards said she worries about infrastructure required with a rail system, th e
imposing overhead systems, and the interruption of the visual character of the street.
With shared lanes she said you can put in the element of traffic light pre - emption or
queue jumping.

Mr. Charles Petty, Acting Transit Manager, said buses can keep green lights green
for 12 seconds now.

Mr. Cox said there is very little parking on the south side of West Main Street,
and asked if those were eliminated could you have a dedicated lane. He said this could
be accompanied by a traffic structure.

Concep t: Study the Efficiency of the Current Bus Routes to Determine if Other Solutions
Exist

Ms. Mueller asked if the following assumptions are still valid: bus service will
serve all neighborhoods; reduced headways will enhance service and gain ridership; gaps
in existing services will be addressed; and recommendation to request $80,000 from
VDRPT to do a trips origins/destination study, to determine travel patterns as a basis for
implementing route structure improvements.

Mr. Petty said funds will be ava ilable July 1 to do the origin/destination study.

Mr. Cox asked if the assumption is that the study would look at a new trunk
system.

Ms. Richards said we need to accomplish serving choice riders going places by
bus where they are not going now plus s erving current riders. She said we also need to
study where people are driving.

Mr. Cox said we need to figure out how to get people to take a bus.

Mr. Lynch said we should pull in where major employers are located and factor in
future development.

Mr. Cox said we should also determine what is the right size bus and if the ones
we have are too big.

Ms. Richards said she would not want to restrict the study to an "L" system even
though it may be the best.

Mr. Lynch said synchronization should be i mproved. He said he agrees with all
the assumptions.

Ms. Richards said if we are going to have a demonstration route on West Main
Street we need to have a way for people to go other places.

Mr. Lynch said we have to have a backbone feeder system.

Mr . Cox asked if the study will answer the question of whether an "L" and feeder
system will work, and Ms. Mueller said the first study will not but the second phase will.
