3 <br />Concept: BRT Feasibility Study - Scope of Work <br /> <br /> Ms. Mueller listed the following as sumptions, noting that the list will grow: <br />Albemarle County and U. Va. partner in our plans - how to gain their participation; West <br />Main - Emmet Street - 29 Corridor; Vehicle types - BRT/Urban street car or mix; Scope <br />and location - West Main; Preliminary cost estimates - capital and operating; <br />Implementation issues; other issues/ needs the study should address. <br /> <br /> Mr. Lynch said he agrees with working with Albemarle County, but he would not <br />want to hold things up to accomplish this. <br /> <br /> Mr. Lynch said there is a five or ten stop process to get to something like a street <br />car. He presented a ten year plan proposal for getting there. He said the BRT study <br />should address preliminary designation of backbone alignment; origin/destination study; <br />negotiate for righ t of way with U. Va. and property owners; examine type of vehicle; and <br />identify station locations. <br /> <br /> Mr. Cox asked how far north it should go. He said the partnership with U. Va. is <br />critical but with Albemarle County it may be the status quo. <br /> <br />Work to C reate a Seamless CTS/UTS System <br /> <br /> Ms. Mueller said a marketing plan has been sent to Council. She said one idea is <br />to zero in on U. Va. employees. <br /> <br /> Ms. Richards recommending getting U. Va. President John Casteen and Vice <br />President Leonard Sandridge in an ad riding the trolley. <br /> <br /> Ms. Mueller asked Councilors what seamless means to them. <br /> <br /> Mr. Cox said there is no quality assurance taking UTS because people do not <br />know where it goes. He recommended that CTS and UTS routes be publicized. <br /> <br /> Ms. Mueller noted that UTS changes seasonally and has different schedules. <br /> <br /> Ms. Richards said seamless to her means the ease of buying a ticket and boarding. <br />She suggested that schedules be synchronized. She said ITS could help develop a real <br />time screen. <br /> <br /> Mr. Lynch sa id the UTS system can work as a feeder system to a backbone <br />system. <br /> <br /> Ms. Richards said UTS buses have to go to secure stations. <br /> <br /> Mr. Cox suggested there be joint transit facilities. <br /> <br />Transit Manager Hiring Process <br /> <br /> Ms. Mueller presented the recruitment brochure for the Transit Manager. She <br />said the goal is to take the position to another level, and that the Manager be a leader and <br />a visionary, not someone who runs the system day to day. <br /> <br /> Mr. Lynch said he would like someone who is a grant writer, a po litician and a <br />relationship building. <br /> <br /> Ms. Mueller said she sees grant writing as a job for an assistant. <br /> <br /> Mr. Cox said it should be made clear in the recruiting brochure that we are ready <br />to embark on an entirely new system. <br /> <br /> Mr. Lynch said he thinks B RT should have its own page in the brochure. <br /> <br />
