They said that Region Ten <br />has restructured itself internally to increase service for clients and to streamline those <br />tasks that take away from direct client time They said they are very proud of a new <br />program started this fall, Education Su pport Services, a Medicaid - funded program for <br />children having ongoing behavioral and social difficulties in school. They thanked the <br />City for its support. <br /> <br /> Mr. Caravati asked about funding for substance abuse programs in the coming <br />year, and Ms. Johnston said that these programs are dependent on state funding. <br /> <br /> Mr. Trippell said that the substance abuse division of Region Ten has produced a <br />profit and he thinks it will remain a strong program. <br /> <br /> Mr. Cox said he was impressed with the innovative use of gr ant funding in <br />Burlington, Vermont for on - street case workers and street counselors, and said Region <br />Ten would need to be a partner if such a program were to work in Charlottesville. <br /> <br /> Ms. Richards noted that there is a 27 - 1 return on City dollars for Regi on Ten <br />services and she feels this is a very efficient use of City dollars. Ms. Richards asked if <br />Region Ten has approached the Thomas Jefferson Planning District Commission <br />legislative liaison about their legislative issues, adding that this would be a l ogical place <br />and would enable Region Ten to get help from the Commission's legislative lobbyist. <br />Ms. Richards said the Education Support Services program is excellent. <br /> <br />REPORT <br />: MOVING COUNCIL ELECTIONS FROM MAY TO NOVEMBER <br /> <br />
