NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, February 2, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - February 2, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling . <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Richards, Mr. Schilling. Noes: None. Absent for the vote: Mr. <br />Lynch) to meet in closed session for discussion and consideration of the acquisitio n of <br />real properties on High Street and Park Street for the Juvenile Court expansion project, <br />and on Avon Street for a public transit maintenance facility, where discussion in an open <br />meeting would adversely affect the bargaining position or negotiating st rategy of the <br />City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia Code; discussion and <br />consideration of the sale of publicly held real property on Harris Street, where discussion <br />in an open meeting would adversely affect the bargaining position o r negotiating strategy <br />of the City, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; discussion and <br />consideration of prospective candidates for appointment to City boards and commissions, <br />as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and consultation with <br />legal counsel regarding the negotiation of a cost - sharing agreement with Albemarle <br />County for the Juvenile Court expansion project, as authorized by Section 2.2 - 3711(A)(7) <br />of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seco nded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the ope n meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - February 2, 2004 <br /> <br />AWARDS/RECOGNITIONS <br /> <br /> Mr. Cox recogn ized the passing of well loved City Transit Manager, Helen <br />Poore, and listed some of her many professional accomplishments. <br />PUBLIC <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said that because of assessment increases, <br />it is becoming more difficult to take adva ntage of the rehabilitation tax incentive program <br />offered by the City because the rehabilitation amount must be 25% of the total <br />assessment. He suggested that Council change the threshold, either by setting an amount <br />of money for improvements or set the i mprovements that qualify. <br /> <br /> Mr. Ben Bates, 106 Cameron Lane, said that the proposal to convey land for the <br />Meadowcreek Parkway via an easement is a moral issue and an expedient and easy way <br />out. He said the community deserves a strong commitment of a supe rmajority of <br />Council. <br /> <br /> Mr. Alex Davis, Charlottesville resident, asked Council to consider alternatives to <br />the Meadowcreek Parkway. He said the Parkway will increase traffic congestion on <br />th <br />McIntire and 5 Street, will make it hard for pedestrians and bik ers, will subsidize sprawl <br />
