He said the <br />money could be better spent on public transportation and making McIntire Park more <br />accessible. <br /> <br /> Mr. Stratton Salidas, 110 Kent Terrace, sai d he hopes the Councilors who favor <br />the Meadowcreek Parkway will change their perspective and put money toward walking <br />and biking. He said the interchanges on Route 29 were supposed to come before the <br />Parkway, 29 Bypass has been taken off the table by the County, and the conditions for <br />Meadowcreek Parkway have not been met. <br /> <br /> Mr. Cox said the abatement program is being evaluated by the Housing Policy <br />Task Force and specific recommendations will be brought to Council about how to <br />increase its usage by famil ies. <br /> <br />CONSENT AGENDA <br /> <br /> Referring to the resolution waiving certain fees for the Dogwood Festival, Mr. <br />Caravati said that by waiving these fees Council is supporting one of the biggest events <br />the community has. He noted that the park incurred damage last y ear but only a portion <br />of the cost is being reimbursed. <br /> <br /> Mr. Lynch said he supports the Dogwood Festival, but received complaints about <br />the condition the park was left in. He said he feels that the operators of the equipment <br />could have been more sensitiv e to the park. He asked Dogwood Festival members to <br />make sure the vendors know that the park is a valuable resource and it should be left in <br />the same condition it was found. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, the following consent <br />agenda items were approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />a. Minutes of January 20 <br /> <br />RESOLUTION <br />b. : Waiver of Certain Fees for 2004 Dogwood Festival <br />APPROPRIATION <br /> : Reimbursement of C leanup Costs from 2003 Dogwood <br /> Festival (carried over) <br /> <br />th <br />WHEREAS <br />, the 55 annual Dogwood Festival will take place from April 13 - 25, <br />2004; and <br /> <br />WHEREAS <br />, it has been requested that Council waive certain license tax and <br />other requirements applicable to the Dogwood Festival, for the duration of the Festival; <br />and <br /> <br />WHEREAS <br />, City Council is willing to support this request to the extent set forth <br />below; now, therefore, <br /> <br />BE IT RESOLVED <br /> that the following fees and requirements are waived for the <br />Dogwood Festiva l: <br /> <br />1. The carnival business license tax imposed by City Code §14 - 23(1) <br />($550/day); <br />2. The tent erection fee imposed by City Code §5 - 56 ($50); <br />3. The zoning inspection. <br />4. Fees for inspection of amusement rides associated with festival. <br /> <br />BE IT FURTHER RESO LVED <br /> by the Council that the following matters, to the <br />extent applicable, are not waived : <br /> <br />1. Peddler's license and fee imposed by City Code §14 - 17(d). <br />2. Policing deposit for carnival imposed by City Code §3 - 2 ($50/day). <br />
