4 <br /> Mr. Caravati thanked Dr. Friedman for his willingness to locate the dog park at <br />PVCC. He asked if PVCC is prepared to expand the hospitality program. <br /> <br /> Dr. Friedman said he would like to e xpand the hospitality program, but said there <br />needs to be greater participation by employers. He said he would like to enroll people <br />pre - employment. <br /> <br /> Mr. Cox asked how the hospitality training can become institutionalized. He <br />expressed concern that the pressure is off the hospitality industry. <br /> <br /> Dr. Friedman said he thinks the program will succeed by working directly with <br />employers. <br /> <br /> Mr. Lynch said he appreciates PVCC's work, especially in workforce <br />development, and in hospitality, health and bio - tech p rograms. Mr. Lynch asked what <br />can be done to help get the enrollment up for the bio - tech programs. <br /> <br /> Dr. Friedman said the program may be a little ahead of the employment level, but <br />PVCC will be positioned well as the industry grows. He said the program requires strong <br />math and science backgrounds. <br /> <br />REPORT <br />: CAPITAL PROJECTS REVIEW <br /> <br /> Mr. O'Connell said the capital projects review is being presented to Council so <br />they can have the opportunity see the breadth of projects. <br /> <br /> Mr. Jim Tolbert, Director of Nei ghborhood Services, and Ms. Judy Mueller, <br />Director of Public Works, presented an overview of major capital projects. <br /> <br /> Mr. Lynch said he did not see any reference to Jefferson School, and Ms. Mueller <br />said architectural and engineering services are being ad vertised. <br /> <br /> Mr. O'Connell said Jefferson School will be discussed at the upcoming work <br />session. He said historic tax credits is an issue that must be considered when doing any <br />improvements. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Tolbert said the property owners <br />nd <br />on 2 Street, N.W. will be met with when something is available to show them regarding <br />the mall crossing. <br /> <br /> Ms. Richards said she is aware that fire stations need work and asked about the <br />reference to the pond at McIntire Park shown in th e presentation. <br /> <br /> Mr. Tolbert said that one of the recommendation of the McIntire Park Master <br />Plan Committee was to build the drainage pond for the Meadowcreek Parkway first, and <br />there may be a willingness on the part of VDOT to do this. <br /> <br /> Ms. Richards as ked if building the pond implies a commitment to the <br />Meadowcreek Parkway by the City and VDOT. <br /> <br /> Mr. O'Connell said he expects that is true, but he does not know what conditions <br />VDOT would put on it. <br /> <br /> Mr. Cox said there is a three - person majority on Counc il that says the <br />Meadowcreek Parkway is going to happen. <br /> <br /> Mr. Schilling said he has a problem with the procedure. He said before VDOT is <br />asked to considering funding the pond Council should understand the ramifications of <br />such a request. He said he does not agree with making such a request to VDOT. <br /> <br /> Mr. Cox said the purpose of the request is to find out if building the pond first is <br />even possible. He said Council has the final say. <br />
