9 <br /> <br /> Mr. Lynch said he would like to have a discussion about the fair share of gro up <br />homes. <br /> <br /> Ms. Richards said the section on discrimination does not include sexual <br />orientation and she feels that is an important category, and asked that it be included. <br /> <br /> Ms. Garwood noted that neither the federal nor state fair housing act includes <br />sex ual orientation, but said it could be added. <br /> <br /> Ms. Karen Reifenberger of Piedmont Housing Alliance said she has received a <br />call from a realtor that a seller was discriminating against a potential buyer based on <br />sexual orientation. <br /> <br /> Mr. Lynch said there ar e statistical anomalies in the report that are driven by the <br />census information. <br /> <br /> Ms. Garwood said that the report includes the best available data, and said total <br />census numbers were changed, but not categories. <br /> <br /> Mr. Lynch suggested that a disclaimer be added. <br /> <br /> The issue was deferred to the March 15 meeting. <br /> <br />RESOLUTION <br />: ADOPTING INTERIM ENTRANCE CORRIDOR DESIGN <br />GUIDELINES <br /> <br /> Mr. Caravati expressed concern that the guidelines are basically the historic <br />guidelines and feels there has been no public ment ion of this. <br /> <br /> Mr. Cox said that the Planning Commission and Board of Architectural Review <br />will be looking for guidance about the guidelines over the next three or four months. <br /> <br /> Mr. Tolbert said that the Planning Commission and Council held a public heari ng <br />following public notice on the interim design guidelines in February. <br /> <br /> Mr. Caravati withdrew his objection, and made a motion to adopt the interim <br />entrance corridor design guidelines. Mr. Lynch seconded the motion and it was approved <br />by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Noes: <br />Mr. Schilling. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the Interim Design Guidelines for Entrance Corridor Districts, reviewed and approved by <br />the Charlottesville Planning Commission on February 10, 2004, are hereby approved. <br />Said Guidelines are attached hereto and made part of this Resolution. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. O'Connell said that the applicant poo l is being narrowed for the transit <br />manager, and asked Council to convey any thoughts they have about the process and <br />citizen involvement. <br /> <br /> Mr. O'Connell said that the Rivanna Water and Sewer Authority and Solid Waste <br />Authority Board is interviewing this week for a director. <br /> <br /> Mr. O'Connell said information was sent to Council about the reduction in Weed <br />and Seed funding and he asked for their feedback about the proposal to provide funding <br />from CDBG funds during the interim period. <br />
