14 <br />the only Greek Revival structure on West Main Street. She said that in 2002 the BAR <br />approv ed an adaptive reuse of the property by a 4 - 3 vote. In November of 2003 the <br />applicant proposed a deck and to knock out a window and turn it into a doorway. She <br />said the deck was approved but the doorway was denied by a 3 - 6 vote due to guidelines <br />about wi ndow openings. <br /> <br /> Responding to a question from Mr. Schilling, Ms. Scala said that the BAR <br />previously approved turning windows into doors and the guidelines did not change. She <br />noted that the BAR was split on that decision. <br /> <br /> Mr. Schilling asked why three B AR members voted in favor of the latest request <br />for a door, and Ms. Scala said she believes they thought it was necessary to promote the <br />commercial use of the property. <br /> <br /> Mr. Schilling noted that these three felt this was the overriding reason. <br /> <br /> Mr. Gabe Silverman, applicant for the appeal, said the deck has a hand railing and <br />planting and the door will not be visible. He said this will allow the business to grow. <br /> <br /> Mr. Schilling said he finds the staff report problematic. He said he feels the BAR <br />was li kely reacting to criticism about their previous approval of the doors, and he feels <br />they should react to rules not criticism. He said they mentioned that the piecemeal <br />approach added to their concerns. He said workmanship is not a valid reason to <br />consid er. <br /> <br /> Mr. Caravati said he disagrees with Mr. Schilling and feels construction quality is <br />a valid comment. He said he would vote against the appeal, except for the fact that the <br />BAR allowed two doors then voted against the third. He said he will vote to override the <br />BAR because of their inconsistency. <br /> <br /> Mr. Lynch said he sees the BAR wanting to protect the building. He said it has a <br />cluttered look and he asked the applicant to look at that. He said we should look at the <br />overriding reason for the appeal. He said having space outside adds to the business and <br />will achieve something positive. <br /> <br /> Mr. Cox said the stretching of the porch was the first assault on the building. <br /> <br /> Mr. Schilling made a motion to approve the appeal and overturn the BAR, and <br />Mr. Car avati seconded the motion. <br /> <br /> Mr. Cox said he will vote in favor of the appeal because the BAR has been so full <br />of inconsistencies. He said lowering the window by three feet is not the biggest violation <br />on the building and it will bring street life. <br /> <br /> Ms. Richards asked if there are regulations about vending machines and signs in <br />historic districts. <br /> <br /> Ms. Scala said she will find out about the vending machines, but said the banner <br />is temporary until the permanent sign is installed. <br /> <br /> The appeal of the BAR d ecision about a door at 909 W. Main Street was approved <br />by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. <br />Schilling. Noes: None. <br /> <br />REPORT <br />: AUTHORIZING TASK FORCE TO STUDY A WARD SYSTEM AND <br />DIRECT ELECTION OF MAYOR <br /> <br /> Mr. C ox presented Councilors with a refined charge. He said the issue of <br />studying going to a ward system was brought up by Mr. Schilling when the Task Force <br />was appointed to study moving Council elections to November. He said consensus could <br />not be reached on a charge so separate charges are recommended. Mr. Cox said that <br />while he does not have a particular interest in a ward system, he thinks there is value in <br />
