Mr. Cox said his revised charge would add three citizens appointed by City <br />Council to the Task Force. <br /> <br /> Mr. Schilling said that studying a ward system is something Council ought to be <br />doing and recommends that it be looked at in the way it was done before. Mr. Schilling <br />said he believes his proposed charge is more appropriate because befo re studying all <br />points in such detail Council should first decide it is a good idea. He said the charge <br />should not be so specific until recommendations are made. Mr. Schilling said Mr. Cox's <br />charge is the equivalent of a stage two study. Mr. Schilling s aid that he understands from <br />Dr. William Harris that the membership of the Task Force when the issue was previously <br />studied was an issue. Mr. Schilling said that if three community members are added as <br />recommended by Mr. Cox he feels there should be unani mous approval of them. <br /> <br /> Mr. Cox said he did not go back tot he original charge because that assumes we <br />are where we left off in 1980. Mr. Cox said that for the two years before the ward study <br />was approved there was an all white Council. He said he wants a neutral body to look at <br />the issue and present information to Council and for Council to make a decision. He said <br />the Task Force would be charged to explore and would not be a recommending body. <br /> <br /> Mr. Lynch said he thinks it is appropriate. He said he t hinks some of the language <br />could be combined. He said this is a substantial change we are talking about. He said <br />Mr. Cox's charge does not presuppose a solution. He said the question is is <br />Charlottesville government as representative as it could be and do groups, including <br />Hispanics, women, environmentalists, have adequate access. Mr. Lynch said the issue of <br />Council compensation ought to be discussed as well. <br /> <br /> Ms. Richards said the representation point is well taken. She said she would <br />prefer a more general charge without the rhetoric. She said she would include studying <br />localities that now have or have instituted any of these changes. She said she does not <br />want to exclude those that have always had a certain system. She said if we go with Mr. <br />Schi lling's charge she would want that included. <br /> <br /> Mr. Cox said he is interested in studying the issue of directly electing the mayor <br />separately and not as a subset of a ward system. <br /> <br /> Mr. Lynch said he would like to look at other communities who feel they hav e <br />addressed the representation issues and would like compensation included. <br /> <br /> Ms. Richards said there is an issue about how representative partisan elections <br />are. <br /> <br /> Mr. Cox said he would like to have a neutral body explore the issues, and have <br />Council eval uate the information and make recommendations. <br /> <br /> Mr. Schilling said the decision will be Council's, but he feels the Task Force can <br />make recommendations. <br /> <br /> Ms. Richards said she does not want to empower the Task Force with making <br />recommendations and then C ouncil voting them up or down. She said some methods <br />may be more suitable than others. <br /> <br /> Mr. Schilling said he would like to have the Task Force explore the concept of <br />directly electing the mayor, restructuring the Council by wards and enlarging the numb er <br />of Council members. Mr. Schilling said he would leave the bullet points out. <br /> <br /> Mr. Cox said he does not see a problem with articulating what the Task Force <br />should explore. <br /> <br /> Regarding the membership, Mr. Caravati said he cannot go for unanimous <br />consen t for the citizen members, and thinks all members should be approved by Council. <br /> <br /> Mr. Lynch agreed and said he cannot support unanimous consent. <br /> <br />
