16 <br /> Mr. Schilling said we may want to wait to study the issues until there is a new <br />Council if there is no inter est by this Council. <br /> <br /> Ms. Richards said unanimous consent is not something we do in any other <br />circumstance. She said she understands Mr. Schilling wants to assure he is represented. <br /> <br /> Mr. Cox said he does not think we can make the appointments unanimous. <br /> <br /> Mr. Schilling said he does not see three votes and we should go back to the other <br />charge. He said a majority of Council does not want to study the issues on face value. <br /> <br /> Mr. Cox said he would like to see the issues studied. <br /> <br /> Ms. Richards said that the perspective of a ward system may be different because <br />of where one lives and offered an alternative suggestion that there be a citizen on the <br />Task Force from each of the four wards, appointed by majority vote. <br /> <br /> Mr. Schilling said he likes the concept, bu t noted that Clark precinct is in the <br />same ward as Recreation precinct. <br /> <br /> Mr. Cox suggested removing the Federation of Neighborhood Association <br />representative. <br /> <br /> Mr. Lynch said we could make sure that each precinct is represented on the Task <br />Force. <br /> <br /> Ms . Richards said we should make sure we have gender equity. <br /> <br /> Mr. Lynch said we may want a representative from the gay and lesbian <br />community. <br /> <br /> Ms. Richards asked about the recommendation for a representative of the Free <br />Enterprise Forum, and Mr. Cox said h e cannot figure out why they should be singled out. <br /> <br /> Mr. Lynch said he would go with a representative of the League of Women <br />Voters. He said the Free Enterprise Forum is the lobbying arm of the Chamber of <br />Commerce which is already represented. <br /> <br /> Mr. Cara vati said the group should give an interim report in July. <br /> <br /> Mr. Cox said he does not think an interim report is necessary if the Task Force <br />holds public hearings. <br /> <br /> Ms. Richards recommended that the Task Force hold public hearings in each <br />ward. <br /> <br /> Mr. Lync h said it would be fine to have the Task Force report in September. <br /> <br /> Mr. Schilling said the report timeline could be extended if the Task Force needs <br />additional time. <br /> <br /> Mr. Lynch said it is his sense that a ward system is not a good idea and he feels <br />like we are stepping back into segregation. <br /> <br /> Mr. Schilling moved an amended charge of the Mayor's charge, that would have <br />three items: explore the concept of directly electing the mayor; explore the concept of <br />restructuring the Council election by wards or a combination of wards and at - large; and <br />explore the concept of enlarging the number of Council members. <br /> <br /> Mr. Cox asked if Mr. Schilling would also add language suggested by Ms. <br />Richards regarding evaluating any relevant data that has been assembled by jur isdictions <br />that have considered, gone to, or have systems where mayors are directly elected and, <br />additionally, explore the relationship of voter participation and representation. <br />
