He said he feels the discussion is <br />elitist and we are talking as if the public does not exist. Mr. Caravati said he feels we <br />should first see if th ere is support and then bring things forward. He said he would be <br />glad to support the charge but it has got to spring from something. He said over the past <br />four months he has not heard from the public about this and would like to see what <br />people think ab out it. He said once the study is set in motion it becomes political. <br /> <br /> Mr. Lynch said he will abstain and thinks it is a colossal waste of time. <br /> <br /> Mr. Schilling's motion, as amended by Mr. Cox, was approved by the following <br />vote. Ayes: Mr. Cox, Ms. Ri chards, Mr. Schilling. Noes: Mr. Caravati. Abstaining: <br />Mr. Lynch. <br /> <br /> Mr. Cox reviewed the membership proposal, to be approved by a majority of <br />Council. Voting members would be representatives of the Democratic party, Republican <br />party, NAACP, Chamber of Commerce (City resident), Quality Community Council, and <br />one member from each of the four existing wards. Non - voting members would be from <br />the U. Va. Center for Politics, City Registrar of Voters, Weldon Cooper Center, and legal <br />counsel by the City Attor ney's office. Mr. Cox asked if there is a motion to that effect. <br /> <br /> On motion by Mr. Schilling, seconded by Ms. Richards, the membership as <br />outlined by Mr. Cox was approved by the following vote. Abstaining: Mr. Lynch. <br /> <br /> Mr. Caravati left the meeting. <br /> <br />MINUTES <br />: MARCH 10, 15, 17, 19, AND 24 <br /> <br /> Mr. Schilling presented amendments to the minutes of March 15, 17 and 24th, and <br />th <br />Mr. Cox presented an amendment to the March 24 minutes. <br /> <br /> Council discussed the level of detail in the minutes. <br /> <br /> Mr. Schilling said he would like to see the Clerk's notes for the budget work <br />sessions. <br /> <br />th <br /> Mr. Cox suggested that the minutes of March 24 not be approved. <br /> <br /> Mr. Lynch made a motion to approve the minutes as presented in the Council <br />notebooks, and Mr. Cox seconded the motion. <br /> <br /> Mr. Schilling left the meeting, noting that he has asked the City Attorney for a <br />legal opinion about approval of the minutes.
