2 <br />WHEREAS, <br /> the City of Charlottesville has received a State Survey and Planning <br />Grant from the Virginia Department of Historic Resources which includes $10,000 in <br />State funds and requires $10,000 in a local cash match, for a total award of $20,000; and <br /> <br /> <br />WHEREAS, <br /> the cash match of $10,000 will come from the existing Hist oric <br />Survey Contract budget (28 - 280 - 051685); now, therefore <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br /> <br />$10,000 in state funds is hereby appropriated to account 28 - 280 - 051685 in the Capital <br />Improvements Projects Fund. <br /> <br />APPROPRIATION <br />b. : $13,097.64 - Towe Park Reimbursement from Albemarle <br />nd <br /> County (2 reading) <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the sum of $13,097.64, received from the County of Albemarle, is hereby appropri ated <br />from account 26 173 121061 43303 into account 26 173 121061 in the Capital Projects <br />Fund. <br /> <br />APPROPRIATION <br />c. : $42,950 - Venable Roof Repair Insurance Reimbursement <br /> (carried over) <br /> <br />APPROPRIATION <br />d. : $55,000 - Summer Playground Program Grant <br /> (ca rried over) <br /> <br />APPROPRIATION <br />e. : $10,000 - CCF Donation for Youth Study (carried over) <br /> <br />APPROPRIATION <br />f. : $30,068.21 - Bulletproof Vest Grant (carried over) <br /> <br />APPROPRIATION <br />g. : $39,740 - Police Technology Grant (carried over) <br /> <br />APPROPRIATION <br />h. : $69,189 - School Construction Grant (carried over) <br /> <br />RESOLUTION <br />i. : Authorizing Urban Study Group <br /> <br />WHEREAS <br /> , as evidenced by its Vision Statement, the Charlottesville City <br />Council is committed to creating opportunities for community members and future <br />generations to reach their full economic, social and cultural potential; and <br /> <br />WHEREAS <br /> , the Council is further committed to enhancing the social fabric for <br />all City residents, and to engaging the public to create constructive change for the <br />betterment of the communit y; and <br /> <br />WHEREAS <br /> , in furtherance of its vision the Council believes that City policies <br />related to social services, education, public safety, affordable housing and economic <br />development must address the persistent problem of urban poverty as it exists in ou r <br />community; and <br /> <br /> WHEREAS <br />, the advice and insight of local professionals, social scientists and <br />researchers may bring fresh perspectives and ideas that will address the underlying causes <br />and effects of urban poverty within a community such as Charlottesvi lle, that places a <br />high priority on the quality of life for all its residents; and <br /> <br />WHEREAS <br /> , Tiha von Ghyczy has offered to assemble a team of academic <br />volunteers who are qualified and willing to examine the problem of urban poverty in <br />Charlottesville, as it may be related to dynamics such as housing, education, the effective <br />delivery of social services, criminal behavior, income, background, and other socio - <br />economic factors; and <br /> <br />WHEREAS <br /> , this Urban Issues Study Group will bring needed expertise to the <br />a ssessment of these issues in light of current theories in the social and economic sciences, <br />and to the development of a framework for viewing these problems in a way that is <br />
