4 <br /> <br /> Ms. Richards made a motion to approve the resolution, amending it to read Martin <br />Luther King, Jr. Performing Arts Center of Charlottesville. Mr. Lynch seconded the <br />motion. <br /> <br /> Ms. Richards said that the City annually recognizes Bridge Builders and we try <br />also to recognize other people. She said this is a significant reminder of Dr. King's vision <br />of America and balance in the community. <br /> <br /> Mr. Caravati said he is proud to support the resolution. He said it is also a <br />tradition to claim other people a s Virginians. <br /> <br /> Mr. Lynch agreed and thanked the Committee for taking the initiative. <br /> <br /> Mr. Schilling also agreed and thanked the Committee. <br /> <br /> Mr. Cox said he is proud of Charlottesville and thinks this was done in a correct <br />way. He said the recognition i s long overdue. He thanked those who led the charge and <br />said he looks forward to the commemoration ceremony. <br /> <br /> The resolution renaming the Performing Arts Center the Martin Luther King, Jr. <br />Performing Arts Center of Charlottesville was approved by the fol lowing vote. Ayes: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />WHEREAS <br />, on April 1, 2004 the Charlottesville City School Board passed a <br />Resolution to rename the Charlottesville Performing Arts Center as The Martin <br />Luther King, Jr. Performing Arts Center of Charlottesville; and, <br /> <br />WHEREAS <br />, prior to his assassination on April 4, 1968 Dr. King led the <br />non - violent struggle for civil rights, equal justice under the law and human dignity <br />for all people in this country, regardles s of class or color; and, <br /> <br />WHEREAS <br />, Dr. King’s life and work embodied one of our most cherished <br />and important principles, that all people are created equal; and, <br /> <br />WHEREAS, <br />people of all races and nationalities benefited from Dr. King’s <br />courage, passion, de dication, vision and sacrifice, which continues to serve as an <br />inspiration to all those who fight against inequality and racial and social injustice; <br />and, <br /> <br />WHEREAS <br />, it is appropriate that the City of Charlottesville honor Dr. <br />King, a true national hero, an d his lasting and invaluable contributions to this <br />country by naming a public building in his memory. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia that the Council strongly endorses and supports the <br />renaming of th e Charlottesville Performing Arts Center as The Martin Luther <br />King, Jr. Performing Arts Center of Charlottesville. <br /> <br />PUBLIC HEARING <br />: CITY COUNCIL'S PROPOSED FY 04/05 BUDGET <br /> <br /> Mr. O'Connell reviewed his budget proposal and said the lack of a diverse t ax <br />base puts pressure on real estate taxes. He said his proposal was an effort to maintain <br />quality services. Large increased costs include landfill cleanup, jail and juvenile <br />detention center, and education. He said the bulk of the budget is about emplo yees. A <br />12% fund balance account is maintained, funding for the capital budget is included, a 3% <br />pay for performance increase and market adjustments; increased benefit costs, increased <br />tax relief and reorganization. Tax and user fees are proposed for cig arettes, E - 911, trash <br />fee, building permits, police fees, gas and electric utility fees for commercial and are the <br />sources of money needed to finance the budget. <br /> <br />
