NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
HELD ON Friday, April 16, 2004 AT 12:00 noon IN THE Second Floor Conference
Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Luncheon meeting with School Board

BY ORDER OF THE MAYOR BY Jeanne Cox

BASEMENT CONFERENCE ROOM - April 16, 2004

Council met in special session on this date with the following members present:
Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling.

Mr. Mike Mollica, Capital Projects C oordinator, reviewed the scope of work
planned for Charlottesville High School. He said bids have been opened and negotiations
are taking place with the low bidders. He said it is a 14 month project. He said there is
no funding for the gymnasium floor o r new bleachers.

Responding to a question from Dede Smith, School Board member, Mr. Mollica
said that the HVAC work will impact the orchestra and band space.

Mr. Cox asked if the bids came in within the $6.5 million budgeted in the CIP,
and Mr. Molli ca said the bids have not yet been analyzed, but it is possible that some
elements of the project may have to be removed.

Mr. Lynch asked when it is anticipated that the gym floor will be replaced.

Mr. Mollica said the floor is shot now, but it is usab le, and it has to be compared
with other priorities such as new roofs. He said replacement of the floor is in the five
year CIP but is not funded. He said the bleachers are safe.

Responding to a question from Ms. Smith, Mr. Mollica said the tennis cour t
resurfacing is expected to cost approximately $225,000.

Mr. O'Connell said that the tennis courts have an added value because they are
used by the public as well as students.

Responding to a question from Mr. Schilling, Mr. Mollica said there are thr ee
other tennis courts at CHS that are functional, but they are not lighted and do not provide
enough space for the CHS tennis team.

Mr. Cox said he understands that a community organization is interested in
building an indoor pool and said that locating it on school grounds would allow a duel
use. He said he would like to get a dialogue going about this and see if it is feasible.

Mr. O'Connell said that as staff has started looking at future costs, one question to
ask is does the City need two indoor pools. He said perhaps a group such as this could
purchase one of them.

Mr. Lynch asked if any changes are proposed to be made to the Johnson School
driveway as it does not make a great presentation.

Ms. Linda Bowen, School Board Chair, said there are no immediate plans to
change the driveway at Johnson School, but the School Board can look at the situation.

Mr. Mollica said there are no current plans, and it is part of a larger, non - funded
project.
