NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 17, 2004 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 17, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Richards, Mr. Schilling. Noes: None. Absent for the vote: Mr. <br />Lynch) to go into a closed session for discussion and consideration of prospective <br />candida tes for appointment to the City Elections Study Task Force as authorized by <br />Section 2.2 - 3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, M s. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion conveni ng the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - May 17, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schillin g. <br /> <br />AWARDS/RECOGNITIONS <br />: BROWN V BOARD OF EDUCATION <br />ANNIVERSARY; AWARDING HONORARY DIPLOMA; NATIONAL PUBLIC <br />WORKS WEEK; TEEN PREGNANCY PREVENTION MONTH; BUSINESS <br />APPRECIATION WEEK <br /> <br />th <br /> Mr. Cox read the read the proclamation recognizing the 50 anniversary o f the <br />Brown v Board of Education decision. <br /> <br /> Mr. Cox said that in 1958 Ms. Olivia Ferguson McQueen and others were ordered <br />by a judge to attend Lane High School, but the order was delayed by the Virginia General <br />Assembly. Mr. Cox said that Ms. McQueen was finally awarded a diploma by the <br />
